Bank & Gaza is seeking a qualified individual to service as a senior
contract specialist under a two-year Personal Services Contract. The
candidate selected under the Scope of Work will fill a new position to
be based in Tel Aviv, with frequent travel to the West Bank, Gaza and
Jerusalem. The Contractor shall provide technical assistance to the
USAID/West Bank/Gaza Mission necessary to execute: (1) institutional
and project-funded contracts, grants and cooperative agreements and US
Government Agreements such as PASAs and RSSAs. Many of the contracts
are large dollar and complex construction contracts; (2) modification
to all the above; (3) other miscellaneous administrative modification
to procurement instruments. Specifically, the Contractor shall prepare
pre-award documents, conduc negotiations, prepare award documents and
award file documentation for the Contracting Officer's review and
signature as more fully described below: (1) Review procurement
requests and recommend to the contracting Officer/Strategic Objective
Teams the types of action necessary, whether grant, contract,
interagency agreement, etc. (2) Prepares all necessary pre-award and
solicitation documents. (3) Receives proposals and oversees the
technical evaluation process. This includes briefing the technical
evaluation committee. (4) Conducts a cost evaluation of the proposal.
This includes coordinating audits or field support reviews of the cost
proposal. (5) Determines competitive range. (6) Negotiates contracts
and grants. (7) Prepares award and file documentation for signature by
the Contracting Officer. (8) Administer contracts and grants, settles
protests or disputes and finally administers the contract or grant
close out. The salary is equivalent to the GS-13 level. The salary will
depend on past salary history and experience of the successful
