S -- ENERGY SAVINGS PERFORMANCE CONTRACT SOL NA DUE 020899 POC Charles Jaber, (808)438-6535 ext 203, Fax (808)438-6563 The Department of the Army, U.S. Army Garrison, Hawaii has received an unsolicited proposal for an Energy Savings Performance Contract (ESPC) to provide micro-cogeneration (less than 300 kW) package units with integrated absorption chillers and related thermal technologies in Army facilities located at Schofield Barracks, Hawaii. Competing unsolicited proposals may be submitted by other interested firms that have been prequalified by the Department of the Army, Huntsville, Alabama, for ESPC contracts with the Department of Defense (DOD). Prequalified firms interested in providing a competing unsolicited proposal must respond in writing to: U.S. Army Garrison-Hawaii, Directorate of Contracting, ATTN: APVG-GKL (Charles Jaber), Building 520, Basement Level, Pierce Street, Fort Shafter, Hawaii 96858-5025, Fax: (808) 438-6563 within 15 calendar days of this notice or by November 23, 1998, whichever is later. No formal Request for Proposals will be issued. Interested prequalified firms responding to this notice will be required to attend a one-day mandatory site visit and briefing at 9:00 a.m. HST on December 10, 1998 on the Island of Oahu, Hawaii. The exact location and confirmed date will be established and provided to respondents at a later time. The purpose of the briefing will be to provide information regarding the Army's goals and objectives for an ESPC, evaluation criteria and other pertinent data. This information and documentation will not be provided at any other time. The resultant contract will be an Indefinite Delivery/Indefinite Quantity ESPC with a 25 year contract period. Award will be based on an initial project for Schofield Barracks, Hawaii. Subsequent task orders may be issued for other DOD projects applicable within the Pacific-wide region. Only competing unsolicited proposals received from prequalified firms within 60 calendar days of the mandatory site visit/briefing will be considered and evaluated.
