This is a notice of intent to issue a sole source purchase order to HEAT/Tactical Training Center,P.O. Box 4941, Casper, WY 82604 to provide a course of instruction 7-18 December 1998, which provides the candidates with the knowledge required to safely utilize advanced breaching charges and techniques. Instructions includes but is not limited to surgical explosive entry techniques which produce an entry point in a target, while reducing the net explosive weight (N.E.W.). The techniques taught will and munitions used during the instruction will create minimal overpressure and collateral damage, provide entrance to a selected target within 5 seconds, reduce range maintenance while maintaining realistic and safe training. Instruction will include all durable items. Training will include organic chemistry, physics (kinetic energy), and overpressure instruction. Offerors who can provide the required instruction for the designated time-frame, may submit, in writing, a proposal substantiated by technical data, diplomas, certificates, etc. to include pricing (FOB Destination). All responses from this CBD notice must be received in this office within 15 calander days, business day ending 1630 hours, EST. All responses from responsible sources submitting the required information will be fully considered. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed with resulting award under the Simplified Acquisition Procedures.
