Solicitation is changed to a Design/Build to upgrade underground fuel oil storage tanks. Contractor must have a current contractor registration number registered with the Office of the Illinois State Fire Marshall as a specialist in the installation and upgrade of underground storage tanks. Solicitation is changed from an IFB to an RFP. Contractor is to provide all materials and labor, as well as handle all forms of registration and permits necessary to upgrade two existing fuel oil tanks at VAMC, 2401 W. Main St., Marion, Illinois, to comply with current State Fire Marshall and IEPA requirements. Single wall fiberglass tanks are 1000 gal. and 4000 gal. The object is to obtain a Green sticker to allow filling the emergency electrical generator fuel tanks after December 22, 1998. Contractor is to provide the Medical Center with advice on what method of compliance will be cost effective and provide a permanent state of compliance with applicable laws. Contractor to install monitoring system, provide electronic leakage monitoring of existing groundwater wells, provide recommendations and implementations of project, connect to existing Metasys monitoring system for alarms to be monitored on a 24 hour per VAMC maintenance personnel. Overfill protection, spill protection, and corrosion protection must be certified by contractor as meeting current IEPA/SFM regulations. Estimated cost range: between 425,000 and $100,000. SIC 1623.
