combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation is issued as
Request for Proposals No. EOPOA-99-17. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-06. This procurement has been set-aside for
small businesses. The SIC Code is 3572 and the size standard is 1000
employees. The Office of Administration intends to award a fixed-price
contract for the Digital Equpment Corporation products listed below.
Contractor shall provide the following items: CLIN 0001, HSJ40-AF CI
Storageworks Controller w/32MB Read Cache, QTY 1; CLIN 0002, BA350-SB
Single Height Shelf for Swxxx with Dual Speed Blowers (BA35X-MD), QTY
7; CLIN 0003, rz29-va 4.3GB SCSI Disk Drive with Snap-in Carrier, QTY
111; CLIN 0004, Set Cables for BA350, QTY 7. The Office of
Administration has the following equipment to offer as trade-in as part
of this purchase: RZ26-VA, QTY 43 and RZ28-VA, QTY 14. All proposals
shall include a warranty. If refurbished products are offered, they
must be identified as refurbished and include a certificate of
maintainability from the original equipment manufacturer.. All prices
quoted shall be fixed price, F.O.B destination. Delivery is required no
later than 30 days from date of award to the following address: EOPOA
RDS, Naval Station Anacostia, 2701 S. Capital Street, SW, Bldg., 410,
Washington, DC 20373-5824. The provisions at 52.212-1, Instructions to
Offerors -- Commercial Items apply to this acquisition with the
following addendum: Written offers shall include the names and phone
numbers of at least three references who can verify past performance,
availability of products, and capability to meet or improve upon
delivery schedule. The provisions at 52.212-2, Evaluation -- Commercial
Items, apply to this acquisition with the following addendum: Offers
will be evaluated in the following descending order of importance: cost
with trade-in, availability, warranty, certificate of maintainability,
and past performance. Offeror shall include a completed copy of
52.212-3, Offeror Representations and Certifications -- Commercial
Items, and the Contractor Establishment Code (CEC) no. with its offer.
FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items
applies to this acquisition and the following addenda: (1) Any contract
awarded as a result of this RFP will contain a clause prohibiting the
contractor from referring to this contract in commercial advertising or
similar promotions in such a manner as to state or imply that the
product or service provided is endorsed of preferred by the White
House, the Executive Office of the President, or any other element of
the Federal Government or is considered by these entities to be
superior to other products or service; (2) Year 2000 Warranty: the
Contractor warrants that each hardware, software, and firmware product
delivered under this contract and listed below shall be able to
accurately process date/time data (including, but not limited to,
calculating, comparing, and sequencing) from, into, and between the
twentieth and twenty-first centuries, and the years 1999 and 2000 and
leap year calculations to the extent that other information technology,
used in combination with the information technology being acquired,
properly exchanges data/time data with it. FAR Clause 52.212-5,
