FOR HAWORTH MODULAR FURNITURE MANAGEMENT SERVICES. The Environmental
Protection Agency (EPA) plans to procure the subject modular management
services in accordance with the Simplified Acquisition Procedures
(under $100,000) authorized in FAR Part 13. This announcement
constitutes a combined synopsis/solicitation, and a separate
solicitation will not be issued. To obtain a copy of the statement of

solicitation includes all applicable provisions and clauses in effect
through FAR FAC 97-05. The Standard Industrial Code is 8999. This
requirement is set-aside for small businesses. SIC 8999 dictates a
small business earning $5m per year or less. BACKGROUND: This is the
first year the EPA Region 10 is proposing to award a one year
consolidated contract for all services related to the management of
Haworth modular furniture. These services shall include: warehousing,
installation and de-installation, storage and CAD design services. The
EPA Seattle office is furnished with predominately Haworth Unigroup,
with a small amount of Haworth Places. We are moving towards the
Haworth Premise furniture and anticipate that all future orders will be
in the Premise line. REQUIREMENTS: The contractor shall provide
approximately 1000 square feet of storage space per month. Storage
facility shall be within a 20 mile radius of the Seattle regional
office. Warehousing services shall include: monthly computerized
spreadsheet of stored inventory, shipping and receiving services,
unwrapping and off-gassing of newly purchased product. Coordination
with EPA Project Officer for installation and de-installation of
modular furniture, CAD design services, layout and consulting services
for design and installation of Haworth product, reconfigurations and
minor adjustments. Contractor must be able to communicate
electronically to transfer AutoCAD R14 drawings, spreadsheets and
specifiers. Contractor shall provide assistance to EPA Project Officer
to learn new Haworth components and how to apply to EPA's internal
ACAD modular design work. Transportation services for product and
installation services for the following EPA locations: Lacey, WA,
Richland, WA, Port Orchard, WA, Spokane, WA, Yakima, WA, Boise, ID,
Coeur d'Alene, ID, Portland, OR, LaGrande, OR. Approximately $250,000
(list price) worth of Haworth product is purchased per year. The EPA
Seattle office occupies 9 floors of space. PROVISIONS AND CLAUSES: The
solicitation incorporates the EPA REPRESENTATIONS, CERTIFICATIONS AND
OTHER STATEMENTS OF OFFERORS OR QUOTERS (SIMPLIFIED ACQUISITIONS. The
award document will incorporate the requirements of the clause FAR
52.213-4, TERMS AND CONDITIONS -- SIMPLIFIED ACQUISITIONS. TECHNICAL
EVALUATION CRITERIA: The technical portion of quotations will receive
paramount consideration in selecting a vendor. However, price will also
be a significant factor in the event that two or more vendors are
determined to be essentially equal following the evaluation of
technical factors. In any event, the Government reserves the right to
make award to the vendor whose offer provides the greatest overall
value to the Government. Offers will be evaluated based on the
following technical evaluation criteria: Experience designing existing
Haworth lines (25%) Experience installing existing Haworth lines (10%)
Association with Haworth to keep knowledgable of Haworths emerging
product lines, maintenance techniques and product safety alterations
(20%) Experience warehousing modular furniture (10%) CAD design
expertise, using Haworth icons (20%) Competence in producing accurate
specifiers for newly ordered product (15%)OFFERS: The offer price must
include all materials, labor hours, contractor personnel hourly rates,
travel costs and total contract price. Indicate whether quote
incorporates any GSA contract pricing. Offers must be accompanied with
materials demonstrating that the offer and offeror meet the foregoing
requirements and evaluation criteria. Offers and related material must
