99 -- PRE-SOLICITATION MEETING FOR MARKET RESEARCH FOR THE PURCHASE AND INSTALLATION OF PATHOLOGICAL WASTE INCINERATOR AND AIR POLLUTION CONTROL EQUIPMENT POC Contact Mary W. McConnell, Contract Specialist (919) 541-3813 The NIEHS and the U.S. Environmental Protection Agency are seeking information from potential sources of pathological waste incinerators and their associated air pollution control equipment. The NIEHS and EPA are in the process of developing an acquisition plan, statement of work, and performance specifications to purchase and install a new technology pathological waste incinerator (750-1000 lb./hr.) and associated air pollution control equipment for use by both agencies in the treatment and disposal of their biomedical research wastes at Research Triangle Park, N.C. The removal of two existing 2100 lb./hr. general refuse incinerators may also be included in the statement of work. The NIEHS and EPA are particularly interested in obtaining information on the technical capabilities and performance trade-offs in air pollution control technologies to achieve current and anticipated air emission limits for dioxins/furans, particulates, metals, and HCl and whether the agencies needs can be met by readily available and proven systems. All interested parties are invited to a conference/site visit for the exchange of information between these two agencies and the representatives of industry on the appropriate technologies for incineration and air pollution control of pathological and biomedical research wastes. The site visit will serve to familiarize interested parties with the Government's performance expectations of the equipment to be purchased and the site conditions so as to encourage quality comments from industry. The conference will be conducted at 1:00 p.m. on November 19, 1998, in Conference Room 101-A, NIEHS Building 101, 111 Alexander Drive, Research Triangle Park, N.C. Questions resulting from the site visit and requiring a response prior to submission of industry comment shall be sent, in writing, to the Contract Specialist no later than 10 days after the site visit. Responses to this Synopsis and conference/site visit are to be submitted and addressed to Ms. McConnell at the above-referenced address, no later than December 14, 1998. Proprietary data submitted in response to this request will be protected when so designated. Responses from industry will be reviewed for technical merit and possibly be incorporated in the final specification to develop a solicitation to purchase, fabricate, install, and commission a new incinerator and air pollution control equipment. This Synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information received in response to this Synopsis or the conference/site visit. A draft summary document of the estimated performance parameters and criteria (incinerator, approximate waste composition, combustion gas characteristics, and possible emission limits) may be requested, in writing,(at no cost) from Mary W. McConnell at the above listed address, by telefax at 919-541-2712.***** Posted 11/06/98 (W-SN269471). (0310)
