Tank-automotive and Armaments Command (TACOM)is pursuing better
relationships with Historically Black Colleges and Universities and
Minority Institutions (HBCU/MIs). To that end, this notice constitutes
a broad agency announcement (BAA) as authorized by 6.102(d)(2) and
35.016 of the Federal Acquisition Regulation (FAR) which provides for
the competitive selection of basic and applied research proposals.
Because this BAA is a solicitation, there will be no formal request for
proposals or further solicitations regarding this announcement.
Potential offerors should monitor the TACOM Acquisition Home Page for
potential changes to this announcement. The Government reserves the
right to select for award any, all, part or none of the proposals
received in response to this announcement. Offerors may submit
proposals for any number of topics but only one topic per proposal is
permitted. This BAA closes on 27 February 1999 with awards being made
up to 31 December 1999. These dates may be accelerated extended,
cancelled or withdrawn. TOPICS: The U.S. Army tank-automotive and
Armaments Command is soliciting HBCU/MI proposals for innovative
technologies for: [1] Damage Studies in Composites, [2] Combat vehicle
electronics, embedded systems architecture development, embedded
system development tools, simulation, virtual prototype, visualization,
robotics, actuator control techniques, perception technologies, and
soldier machine interfaces, [3] Physics based modeling methodology and
related techniques for the analytical prediction and analysis of
reliability characteristics of technologies, components, subsystems and
systems, [4] Soil dynamics with emphasis on enhancing tire traction for
robotic ground vehicle systems, [5] Investigate advanced Fuels and
Lubricants, alternate water supply technologies based on polymeric
materials that can be integrated into the soldier's uniform to produce
drinking water from all raw water sources, new polymers that could be
used to develop new coated fabric materials that can be utilized in
the fabrication of water and fuel storage tanks, and research into
sensor development that can be used to develop hand held devices for
measuring the quality of fuels and oil samples. If an offeror has a
topic which he or she believes may be of interest to TACOM related to
armaments technology, water and petroleum technologies or combat and
tactical vehicle technologies, he or she may submit a proposal on that
topic. Offerors who respond based on this topic are advised to provide
a one-page abstract of their proposal 20 days prior to submission of a
proposal. We will attempt to advise you within 3 working days as to
whether or not we have interest in the topic and desire you to submit
a full proposal. All correspondence and questions on this BAA should be
