C -- ARCHITECT/ENGINEERING INDEFINITE DELIVERY REQUIREMENTS CONTRACT FOR VALUE ENGINEERING SERVICES FOR THE ENGINEERING SERVICES -- DALLAS SERVICE AREA SOL RFP/161-99-0006 DUE 112398 POC Barry J. Youngblood, Senior Contracting Officer, (214) 767-3492 C -- This is a "SOURCES SOUGHT" notice to locate firms that are at a minimum 51 percent Indian owned, controlled, and operated to provide value engineering services within the Engineering Services -- Dallas (ES-D) service area. This area includes an estimated thirty-two states. An indefinite delivery requirements contract for value engineering services may be required for construction projects estimated between $1 million and $5 million. In accordance with Public Health Service Acquisition Regulation (PHSAR) Paragraph 380.503(E), under a 51 percent Buy Indian Set-Aside, not more than 50 percent of the work to be performed under a prime contract awarded pursuant to the Buy Indian Act shall be subcontracted to other than Indian firms. For this purpose, the work to be performed does not include the provision of materials, supplies, or equipment. In order for an Indian firm to prove they meet the qualifications requirement of the Buy Indian Set-aside restriction, i.e., offerors who are currently certified by the Indian Health Service (IHS) or the Bureau of Indian Affairs (BIA) as an "Indian Firm", they need to submit their certification (Tribal Affiliation and Degree of Indian Blood) with their Standard Form (SF) 254/255. Offerors who are NOT currently certified by IHS or BIA are required to submit proof of ownership and eligibility for Indian preference under the Buy Indian Act." The estimated dollar rance for each construction project to be awarded under this requirements-type contract is $25,000 to $500,000. Specific projects as they occur, will be accomplished by negotiation and issuance of delivery orders. The amount payable under this requirements-type contract is estimated not to exceed $100,000 per year. The proposed contract will be for an initial one-year period with four one-year options that may be exercised at the Government's discretion. Overhead and discipline labor hourly rates for the option years will be negotiated prior to the contract award. The evaluation factors for selection are, in descending order of priority with the first two having equal value are: (1) Professional Qualifications of the Firm; Professional qualifications of Principals, Certified Value Engineering Specialists, and team members; sufficient staff; length of time principals and firm have been involved in value engineering; (2) Specialized Experience of Project Personnel; Notes specialized technical skills and specific experience in value engineering of hospitals, clinics, and quarters; (3) Past Performance Record on Contracts with Government Agencies and Private Industry Projects; Presents proof of value engineering abilities; project management, scheduling, and budgeting; and percentage of recommendations incorporated into design. Includes references with the project list and locations; (4) Location of Value Engineer's Project Office; Relative travel time, accessibility, and communication ability with consultant's and project sites; (5) Analysis of Firm's Current and Projected Workload; Demonstrates ability to provideand devote a total team response to complete these projects on schedule. Firms that meet the requirements described in this announcement are invited to submit (1) a letter of interest and the certification described above; (2) a SF 254, A/E and Related Services Questionnaire for the Firm and All Consultants; and (3) a SF 255, A/E Related Services Questionnaire for Specific Projects to: Barry J.
