D -- DIGITAL PHONE SERVICES SOL DEA-99-R-0008 POC Doreen Upshur, Contract Specialist, (202) 307-7806 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DEA-99-R-0008 and the solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation Circular 97-07. The Standard Industrial Classification (SIC) is 4812 and the small business size is 1,500 employees. The contractor shall provide services 24 hours per day, seven days per week, through the New England Area. The contract line item number (CLIN), item, quantities and units of measure: Base Period -- Date of Contract Award through September 30, 1999, CLIN 0001, Commercial Cellular Phone Service for 40 Digital/Analog Phones on a monthly 600 minute usage flat rate basis, CLIN 0002, 40 Digital/Analog Instruments. The services provided shall be interrupted in the continental United States, No Roam or Long Distant Charge. Option Year I -- October 1, 1999 through September 30, 2000, CLIN 1001 Commercial Cellular Phone Service for 120 Digital/Analog Phones on a monthly 600 minute usage flat rate basis, CLIN 2002, 80 Digital/Analog Instruments. Offerors are instructed to include a complete copy of FAR provision 52.212-1, "Instructions to Offerors-Commercial Items". FAR provision 52.212-2, "Evaluation -Commercial Items" is incorporated. Offerors must include a complete copy of the FAR provision at 52.213-3, "Offeror Representations and Certifications Commercial Items", with the offer. The FAR clause 52.212-4, "Contract Terms and Conditions -- Commercial Items", applies to this acquisition and has the following addenda: add All offerors are hereby advised that their performance, upon award of a contract under this Request for Proposal, will be rated. The rating shall be completed at a minimum of a least twice a year by the COTR using the Contractor Performance Report and the Rating Guidelines. Copies will be provided upon offeror's request. The Contractor shall be provided with an opportunity to respond to the rating and all comments, rebuttals, or additional information shall be attached to the Performance Report and forwarded, along with the Performance Report, to the cognizant Contracting Officer within three (3) working days after completion of the rating by the COTR. This information shall be maintained on file for a maximum of three (3) years, after complete contract performance, and shall be used by the contracting activity to provide information to other Federal agencies regarding the contractors performance or past performance. The clause 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items" applies to this acquisition and the following additional clauses within are applicable to this acquisition: 52-204-6, "Contractor Identification Number-Data Universal Numbering Systems (DUNS) Number; 52.217-5 "Evaluation of Options", 52.217-9, Option to Extend the Term of the Contract"; 52-219-6 "Notice of Total Small Business Set-Aside"; 52-237-3, "Continuity of Services". The following evaluation procedures are included as an addendum to FAR Clause 52.212-2: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, (b) Options. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
