to determine the potential sources to provide engineering services for
the Missile Warning and Space Surveillance Sensors (MWSSS) Engineering
Development and Logistics (MEDAL) contract. MEDAL is a follow-on
acquisition to the existing Integrated Tactical Warning/Attack
Assessment (ITW/AA) Sensors Integrated Systems Support (ISISS)
contract. Support will be required for the following MWSSS systems and
their associated Software Programming Agencies (SPAs): Ballistic
Missile Early Warning System (BMEWS), Site 1 -- AN/FPS-120; BMEWS, Site
2 [being replaced by an AN/FPS-123 under the Clear Radar Upgrade
scheduled for IOC in Jan 01] -- AN/FPS-50 & AN/FPS-92; BMEWS, Site 3 --
AN/FPS-126; PAVE Phased Array Warning System (PAVE PAWS) -- AN/FPS-123;
Perimeter Acquisition Radar Attack Characterization System (PARCS) --
AN/FPQ-16; Eglin Radar -- AN/FPS-85; Ground Based Electro-Optical Deep
Space Surveillance (GEODSS) -- AN/FSQ-114; and HAVE STARE --
AN/FPS-129. This acquisition includes the engineering, design,
development, integration, test and delivery of various software and
hardware enhancements and upgrades to the MWSSS system, to include:
revision and development of all support requirements (technical orders,
support equipment, initial spares, training, etc.) and procurement of
production and support system retrofit kits/documentation resulting
from these enhancements and upgrades. In addition, related logistics
and system engineering studies, prototyping, configuration management
support, and planning activities will be required. Coordination,
planning and integration is anticipated with a number of related
initiatives, including the Integrated Space C2 (ISC2), the Space-Based
Infra-Red System (SBIRS), and the National Missile Defense Lead System
Integrator (NMD LSI) Upgraded Early Warning Radar (UEWR) efforts, along
with incorporation of Defense Information Infrastructure/Common
Operating Environment (DII/COE) directives when applicable. Refer to
the CBD announcement dated 25 Aug 98, record number: 2166PRJ0022 for
previously published information. The Air Force is considering a number
of acquisition approaches for MEDAL. These include traditional ID/IQ,
existing contract vehicles, and ID/IQ transitioning to Total System
Performance Responsibility (TSPR). Among options being considered for
inclusion would be operations and maintenance support and a variety of
means to incentivize the contract including, but not limited to,
financial and contract extensions. Also, the government may use a
Software Capability Evaluation to evaluate candidates during the Source
Selection process. This evaluation will be based upon the Software
Engineering Institute's Capability Maturity Model. The MEDAL contract
is a separate effort from the ISC2 contract, although there may be
coordination between the efforts as stated above. The Air Force
anticipates issuance of an RFP in May 99 and a contract award in the
Oct 99 timeframe. The Air Force has posted Risk Assessment issues in
order to solicit industry suggestions and comments on potential risk
mitigators. Submit statement of qualifications, along with supporting
documentation to: ESC/NDWCS, 1050 East Stewart Ave, Peterson AFB, CO
80914-2902, Attn: Bob Franck. Responses must be received no later than
30 calendar days after the date of this publication and should not
exceed ten (10) pages on 8 = x 11-inch paper no smaller than 10 pitch.
This synopsis is for information and planning purposes only and does
not constitute an Invitation for Bid or Request for Proposal, nor does
its issuance restrict the Government as to the ultimate acquisition
approach. Firms who submit qualification packages in response to this
notice are requested to identify prior contracts (by contract number
and issuing office) where they have provided the same or similar effort
and a government point of contact (preferably the contracting officer).
The Air Force will use this information to assess the potential of
using existing contracts for MEDAL requirements. The government will
not reimburse the contractor for any cost associated with preparing or
submitting a response to this notice. A contract will not be awarded
as a result of this announcement. An Ombudsman has been appointed to
address concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The Ombudsman does not
diminish the authority of the program director or contracting officer,
but communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposal or in the source selection process. Interested

and will also be issuing a sources sought synopsis in the near future.
