20228 J -- REFURBISHMENT OF AN EXISTING THERMO-WISCONSIN OXIDIZER (MODEL

202-874-3255 The Bureau of Engraving and Printing (BEP) anticipates
awarding a contract to Thermo Wisconsin Incorporated for the
refurbishment of an existing Thermo-Wisconsin (Model 7000) oxidizer at
the Washington, D.C. facility. The circumstance surrounding this
anticipated award is unusual and compelling urgency. The contractor
shall refurbish one (1) existing Thermo-Wisconsin oxidizer. The
refurbished oxidizer shall service 2 presses and meet the following
operating conditions: (1) a minimum operating temperature of 13000 F
with a room temperature air supply of 5600 standard cubic feet per
minute (SCFM) at 75o F, (2) a volatile organic compound (VOC)
destruction efficiency of 92% if given a minimum VOC concentration of
80 parts per million and maximum flow of 5600 SCFM, (3) system flow
adjustment capability of between 5000 SCFM and 6000 SCFM. (Flow
adjustments may be necessary to get desired capture efficiencies at
press and will only be made during start up.), and (4) low flow
capabilities of 1500 SCFM for idle press periods. In addition to the
refurbishment services, the contractor shall provide one (1) NEMA 1
control cabinet, pre-wired with a minimum of 20% clear panel for future
use; control instrumentation to include one (1) Allen-Bradley PLC
Series 5/11 for system monitoring and control that is year 2000
compliant; 1 touch screen operator interface with password protection;
and other components. Interested businesses capable of providing this
service and the component parts should submit sufficient data in order
for the Government to determine company's capability. This data shall
be submitted to Sharon Phillips at the above address on or before
November 13, 1998. Additional information regarding the refurbishment
