The U. S. Army Engineer District, New Orleans has a requirement for a
contractor to manage and operate a Childhood Development Center (Castle
Kids). It is mandatory that any successful offeror shall obtain and
maintain NAEYC accreditation for its pre-school program. The proposed
agreement shall provide for on-site child care services for up to 60
children, ages of six (6) weeks to five (5) years. Care shall be
designed to protect both their health and safety, and to promote their
physical, social, emotional, and cognitive development. A program
shall be developed to promote and enhance the children's readiness for
advancement into a regular elementary program. The minimum hours of
operation of Castle Kids 6:30 AM (0630 hrs) to 6:30 PM (1830 hrs) CST,
year round, Monday through Friday, excluding Federal Holidays.
Staff/Child Ratio is at a minimum 6 -- 12 months, 1:4, 12 -- 24 months,
1:5, 25 -- 36 months, 1:6, and 3 -- 5 years 1:10. Contractor shall also
provide a schools out/summer program for a maximum of 40 additional
children ages five (5) to twelve (12) years of age. Staff/Child Ratio
for the schools out/summer program is 1:13. Hours of operation shall be
the same and effective for Christmas Season Holidays (approximately 10
work days), Mardi Gras, Easter, and Thanksgiving (approximately 4 work
days). The school out/summer program shall include both indoor and
outdoor activities. Contractor is responsible for expendable program
materials which shall include office supplies, paper, paints, pencils,
glue, crayons, toys, and cleaning materials. Contractor shall provide
nutritious food service to include breakfast, lunch, and morning and
afternoon snacks. A site visit will be conducted by appointment with
Mr. Randy Florent, (504) 862-2829, and this appointment must be
scheduled one (1) week in advance. Offerors shall submit proposals
comprised of 1) technical proposal, 2) management practices and past
performance history, and 3) price proposal that in the first part shall
give information on monthly reimbursement to the government to offset
cost of the provided facility (Government cost is estimated at
$330,000.00), and the second part a schedule of user fees charged to
non-Army users of the services. Users employed by the Department of the
Army shall pay fees in accordance with Department of Defense's fee
schedule. All responsible sources may submit a proposal which shall be
considered. The anticipated award date is 5 Jan 99 with performance
