is seeking a personal services contractor to fill a position to be
based in Tel Aviv, with frequent travel to the West Bank, Gaza and
Jerusalem. He/she will be fully responsible for managing two of the
four intermediate results under the democracy and governance strategic
objective, related to the Executive Authority and local government.
Both intermediate results require the management of politically
sensitive and complex activities, which are in the formative stages.
The estimated amount of funding for these two intermediate results over
the strategy period is $10 million. Skills and Qualifications: 1. The
candidate should have at least five years experience in public
administration, policy analysis, local government, legal reform, or
other related area, with a significant amount of that experience gained
from working in developing countries. Prior experience in managing
USAID contracts and grants is preferred. 2. The candidate should have
experience in the design and management of democracy and governance
programs, preferably in the areas of local government, rule of law and
the legislative/policy process, with some of this experience gained
from work overseas. 3. Previous experience in the Middle East and/or
knowledge of Palestinian institutional structures and civil society
organizations, as well as Arabic language skills, are highly desirable.
4. A graduate or higher degree in regional area studies, political
science or a related field is required. The salary is equivalent ot the
GS-14 level. The salary will be depend on past salary history and
experience of the successful candidate. Interested candidates should
