The Bureau of Reclamation Snake River Area Office, has a requirement to provide for landscape maintenance services and concession type services at the Black Canyon Parks located on Highway 52 approximately 8 miles northeast of Emmett Idaho. There are five parks within the Black Canyon Parks System; Cobblestone Park, traditionally a day use park but overnight camping will be allowed, 3.5 acres in size with approximately 2 acres of lawn; Wild Rose Park, day use, 7 acres in size with 4.85 acres of lawn, and .5 acres of shrub beds; Black Canyon Park, day use, 10 acres in size, with approximately 5.55 acres of lawn, and .65 acres of shrub beds; Triangle Park, traditionally a day use park but overnight camping will be allowed, 1.5 acres of lawn; Montour Campground, overnight camping, 5.5 acres in size with approximately 4 acres of lawn. We expect to issue a two-pronged solicitation for a base year plus four option year contract(s). One part will be for landscape maintenance services for Black Canyon Parks which includes, mowing, weeding, maintaining the existing sprinkler and irrigation systems, pumping vault toilets, as well as weed spraying. The second part will be concession type services which will include the day to day management and operation of the Black Canyon Parks system, which may include but not be limited to daily cleaning of the campground sites, daily fee collection, daily host presence at all parks, and development and implementation of a reservation system. The Contractor may implement various concession operations through-out the parks, in order to generate additional income. Full details and requests for contractor concepts will be addressed in the Request for Proposals. Though we are issuing a two part solicitation and will award two separate contracts for these functions, we will only award to one contractor. Offerors must respond to both parts of the solicitation. All sources responding to this synopsis shall submit information relating to business status, including identification as to whether small, large, minority-owned and/or women-owned. For this acquisition the small business size standard is $5,000,000 annual revenue and the standard industrial classification code is 0782. This is a full and open competitive requirement.
