office will issue Invitation for Bids for the construction of POV CAR
WASH, OFFUTT AFB, NEBRASKA. Bids will be opened on or about 23 December
1998. This solicitation is unrestricted and open to both large and
small business participation. Contractors interested in inspecting the
site of the proposed work should contact the Offutt Resident Engineer,
U.S. Army Corps of Engineers, P.O. Box 13287, Offutt AFB, NE 68113,
Telephone: (402) 293-2540. FAX (402) 291-8177. The work will include
the following: (Approx. quantities) New 27 feet X 80 feet Three (3) Bay
Car Wash facility in which 2 are hand held operation and the other is
automatic. New Car Wash facility includes: split face concrete block
for the building; EPDM roofing on metal deck; Overhead aluminum doors;
concrete slab-on-grade; Automatic in-bay (high pressure touch-free car
wash) system is Government-Furnished and Contractor installed (System
is MARK VII AquaJet rollover, MR+ (Merchandiser Plus) with free
standing dryer, w/pumping unit(s), computer control system in
watertight enclosure); Self-service Bay System is Government-Furnished
and Contractor installed (Self-service pumping plant is MARK VII
AquaJet, PROLINE pumping plant VII series and PROLINE in-bay
equipment); Floor heating and radiant heating in each bay; plumbing to
support Government-Furnished equipment and electrical wiring and
lighting. Site Work includes: removal of the following items: pavement,
water and sewer line, gas line and fencing); and the following new work
items: asphalt paving, 80 lineal feet (LF) chain-link security fence,
three (3) 50 KVA overhead pole mounted transformers, 430 LF 1 1/4" gas
service line, 375 LF 2" waterline, 140 LF 15" sanitary sewer line and
310 LF underground electrical service line. The estimated construction
cost of this project is between $250,000 and $500,000. Contractor's
Quality Control will be a requirement in this contract. Large business
concerns submitting bids for services exceeding $500,000 or for
construction exceeding $1,000,000, shall comply with Federal
Acquisition Regulation 52.219-9 regarding the requirement for a
subcontracting plan. The U.S. Army Corps of Engineers considers the
following goals reasonable and achievable for fiscal year 1998: (a)
Small Business: 61.2% of planned subcontracting dollars. (b) Small
Disadvantaged Business: 9.1% of planned subcontracting dollars. (c)
Women Owned Small Business: 4.5% of planned subcontracting dollars. The
Contractor will be required to commence work within 10 days after
notice to proceed and complete the work 360 calendar days after receipt
of Notice to Proceed. Provisions will be included for liquidated
damages in case of failure to complete the work in the time allowed.
Performance and payment bonds will be required. Plans and
Specifications will be provided free of charge. All requests for
solicitation packages should be made in writing and no later than 14
days prior to bid opening. After such time, packages will be furnished
if supply is available. It has been determined that the number of sets
be limited to one (1) per firm. Ordering of plans and specifications
shall be by written request or register on the Omaha District website:
