Department of State, Regional Procurement Support Office and U.S.
Embassy Managua, is seeking offerors for the Roof Replacement Project
at the U.S. Embassy in Managua, Nicaragua. The project will include
replacement of various sections of the Chancery Office Building roof.
There are two primary roof areas that require replacement that amount
to approximately 575 square meters of area. Specifically, the work
includes removal of existing roofing and insulation materials to the
concrete roof decks (including all flashing, nailers, cants, pitch
pans, and metal counterflashing), removal and addition of roof drains
and related piping, removal disposal of all rooftop items, removal of
existing wood nailers, installation of new nailers, modification of
curbs, equipment supports, reglets, roof penetrations and piping as
required for proper flashing height on the new roofing system. Upon
completion of the aforementioned removal services, the Contractor shall
install a new modified bitumen roof membrane system with new metal
flashing, new retro-fit drains, new insulation, and installation of
accessories such as sealants, caulking, and painting of roof-related
metal to complete a watertight roof system. Prior performance on
similar projects will be evaluated as part of the competitive
evaluation process. Offerors will be required to demonstrate 5 years
experience in this type of work to technically qualify for award. The
project will be based on construction documents developed by an
American A/E firm while utilizing Department of State standards and
criteria. The estimated value of construction is between $100,000 and
$250,000 U.S. Dollars. The solicitation is planned for release in
November 1998. The performance period from contract execution to final
completion is estimated at 90 days, beginning in December 1998. Award
will be made using a Request For Proposal (negotiated acquisition) and
the resulting contract type shall be firm fixed-price. Prospective
offerors must expect to provide past performance data, information
regarding technical capabilities to complete this project, and company
financial statements as part of the proposal-submission package per
Section L of the solicitation. To receive a solicitation package,
inclusive of drawings and specifications, offerors must submit their
requests (in writing-Fax) to the point of contact listed below, within
ten (10) days of publication of this notice. Telephone and facsimile
