Administration/Public Buildings Service/Office of External Affairs is
seeking small business vendors whom can provide Trade Show Exhibit
display and storage services to the Public Building Service (PBS) to
promote goals, products and services to our constituencies. The
vendor(s) will be required to provide services and storage of trade
show exhibit display units, and graphic productions that will be used
to promote PBS services nationwide. The RFQ is a 100% small business
set-aside only (FAR 52.219.6) Sic Code 7999. Award under this RFQ will
be made under the best value continuum trade-off process, as described
in the Federal Acquisition Regulation 15.101 and 101-1. The best value
continuum is defined as an array of source selection strategies and
approaches that may be used to reflect the relative importance of cost
or price. The source selection approach or combination of approaches
that will result in the best value is a case by case determination and
can include risk of unsuccessful performance, definiteness of the
requirement, amount of development work required, relative importance
of technical factors and/or past performance, and cost or price. GSA
reserves the right to use trade-off processes if it is deemed in the
best interest of the Government. The contractor will be required to
submit a capability statement to include related experience and a
performance history. Award of services will be contracted under a
Blanket Purchase Agreement (BPA) in accordance with Simplified
Acquisition Procedures (FAR 13.106). Several awards will be made under
the BPA and the successful offerors will be utilized on a rotational
basis. The rotation will be based on overall rankings of the selectees
in the technical range. An authorized official from the program office
will contact the selected awardees on a per job basis. The anticipated
period of performance of this BPA will be from date of award to
September 30, 1999. The reference number for this RFQ is
CAFP99-SEF-0027. Small business firms requesting a packet must state
