synopsis/solicitation for commercial items prepared format in
accordance with FAR Subpart 12.6 of the Federal Acquisition Regulations
(FAR), as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation. PROPOSALS
ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number is 1PI-R-1195-99; is a Request for Proposal (RFP).
The solicitation document and incorporated clauses and provisions are
those in effect through Federal Acquisition Circular 97-06. The
Standard Industrial Classification Code is 3399. A Firm-Fixed Price
Requirements type contract for a period of six years, with six one year
renewals if exercised. Delivery shall be FOB Destination to FCI El
Reno, OK. UNICOR, Federal Prison Industries, Inc., is soliciting
proposals to enter into a partnership with a contractor to design and
layout services, manufacture pallet racking and cantilever racking
systems. As well as design rack modules, but not limited to L-463
pallet rack, push-back, drive-in, high-bay, mezzanines, reel racks and
miscellaneous components. Manufacturer must submit their range of
products and services which must be able to vertically integrate with
UNICOR's products. Products must conform to the requirements, but are
not limited to the Rack Manufactures Institute (RMI), AWS D1.3-94, the
Uniform Building Code, all OSHA regulations, state and local
regulations. Products must be manufactured to meet all seismic
applications as required. Modular mezzanines will be designed and
manufactured in accordance to the requirements of ASTM 500 or ASTM
A611. Cantilever rack post and base shall meet or exceed UBC 1994
edition and UBC Standard 27-11, Sections 2330 and 2706, as well as
accommodate UNICOR arms and bracing. Pallet racks and upright beams
must be interchangable with existing UNICOR pallet rack design. Section
B contains a list of 180 line items to be included in this

solicitation. The quantities listed are estimates. All prices are to be
FOB Destination FCI El Reno, OK. Clauses/Provisions: FAR Clause
52.212-1, Instructions to Offerors-Commercial, is hereby included by
reference. The following are addenda to FAR Clause 52.212-1: Paragraph
Period of acceptance of offers. The offeror agrees to hold their
proposal prices firm for 60 calendar days from the date specified for
receipt of offers. Award will be made to one offeror. This is an "ALL
OR NONE" requirement. Offerors are advised the award may be made
without discussions. Aware will be made to the responsible offeror
whose proposal is responsive to terms of the RFP and is most
advantageous to the government. Each offeror is required to provide
past performance information for same/similar product, to include 2
most recent contract numbers, points of contract/current telephone
numbers, type of product provided. FAR provision 52.212-2
Evaluation-Commercial Items applies to this solicitation and the
following evaluation criteria (arranged in their order of importance)
shall be used to evaluate offers: Past Performance and Price. FAR
Provision 52.212-3 Offeror Representations and
Certifications-Commercial Items shall be completed and submitted with
the proposal. FAR Clause 52.212-4, Contract Terms and
Conditions-Commercial Items, hereby applies to this solicitation. FAR
Clauses 52.212-5 Contract Terms and Conditions Required to Implement
Statues or Executive Order-Commercial Items applies to this
acquisition. The following FAR Clauses are hereby incorporated by
reference: 52.20306, 52.222-26, 52.222-35, 52.222-36, 52.222-27, FAR
52.216-19 Delivery Order Limitations -- Delivery order minimum dollar
amount is $250.00 and the maximum delivery order is $450,000.00 and the
combination of delivery orders are $950,000.00. FPI 1000F2 Time of
Delivery/Delivery Schedule (16.505(a) and the clause located in FAR
52.216-18 entitled "Ordering" in this contract, any supplies to be
furnished under this contract shall be ordered by issuance of delivery
orders by individuals listed: Contracting Officers at FCI El Reno, OK
and Washington, DC, with the exception of the COTR. Delivery hours
7:00 a.m -11:00 a.m. and 12:00 noon -- 2:30 p.m., Monday through
Friday, excluding Federal Holidays and Institution Emergencies. This
proposal must be received no later than Tuesday, December 1, 1998, 1:00
p.m. Eastern Standard Time. Facsimile Proposals is accepted in
