Tank-automotive and Armaments Command Armament Research, Development
and Engineering Center is issuing a draft Request for Qualifications in
seeking a developer to provide asset management and development
services to Picatinny Arsenal located in Rockaway Township NJ. The
facility which is approximately 40 miles west of New York City consists
of approximately 6,000 acres of land in Morris County, NJ. Picatinny
wants to consider other uses of the arsenal s assets compatible with
the mission of TACOM-ARDEC and it s customers in order to capture the
highest return to the Government. The Government intends that its
relationship with the selected developer will be one of mutual
cooperation and benefit, a relationship commonly referred to as a
Public Private Partnership. By making Picatinny s underdeveloped and
underutilized assets available for other uses, Picatinny may be able to
create value and income that can be applied to installation needs.
Commercial facilities may also be developed to permit joint use with
Picatinny so as to minimize government expenditures. Picatinny s draft
RFQ and executive summary for this effort will be available for
downloading from the World Wide Web Electronic Commerce Home Page
available at the following address: http://procnet.pica.army.mil.
DIRECTIONS FOR ACCESS: At this site click on Solicitations in the black
box. Under Searching For click on Action and arrow down to Draft
Solicitations and highlight. Next click Go Search. The draft RFQ number
DAAE30-99-Q-0100 will then be available for access and downloading.
This is not a Request for Proposal. No official RFQ is available at
this time. Rather, industry is requested to review the draft RFQ and
submit any comments or recommended changes to the document for
Government consideration not later than 30 November 1998. All industry
comments/responses should be sent to either Mr. David M. Banashefski

talmadge@pica.army.mil. After receipt and review of industry s comments
a Pre-solicitation Conference will be held to further discuss Picatinny
s Public-Private Partnership Opportunity. Presently, the
Pre-solicitation conference is tentatively scheduled for 16 December
1998 at the Command Conference Center in Building #1 at ARDEC,
Picatinny Arsenal, New Jersey. Further information regarding the
pre-solicitation conference will be posted in the Commerce Business
Daily under the aforementioned site within the next few weeks. Posted
