Contract for Civil and Environmental Design and Construction Support
Services for Public Works Fort Lewis, WA. The A-E will be required to
prepare plans, specifications, design analysis, construction estimates
and studies for a variety of maintenance, repair, alteration and minor
construction projects. Projects are primarily civil with emphasis on
environmental with related mechanical, electrical and architectural
work. Some examples of projects include renovation of existing drainage
systems including earthwork, paving and utility systems; abatement of
asbestos; traffic engineering, including road realignment, intersection
design, repair of railroads; renovation of industrial waste facilities,
sewage treatment plants, storm water collection and fallout;
environmental programs related to military operations; construct new
facilities and renovate existing facilities to support military
operational functions and recreational activities; conduct studies for
breakout of solvents to minimize hazardous waste volume and develop
plans for new landfill cells and closure at existing landfill cells;
perform reviews of technical documents to include various environmental
studies/reports such as ecological and human health risk assessments
and hazardous waste site investigations involving toxicology,
chemistry, hydrology, and biology; provide construction support
services to include such things as evaluation of contractor designs,
review and recommendation of material submittals, provision of random
construction inspection, and coordination with other Government
agencies to obtain necessary permits. Significant evaluation criteria
in descending order of importance are: (1) Specialized experience and
technical competence of the firm in types of work required. (2)
Professional qualifications of firm's staff and consultants to be
assigned to this project which are necessary for satisfactory
performance of required services. (3) Capacity of the team to
accomplish multiple simultaneoustask orders in the required time. (4)
Past Performance of DoD, government and industry contracts with respect
to cost control, quality of work and compliance with performance
schedule. NOTE: The following criteria are considered secondary factors
and will only be used at Final Selection as tie-breakers (5) Ability of
the firm to respond to numerous quick turnaround projects and knowledge
of locality of project involved. (6) Extent of participation of Small
Business (SB), Small Disadvantaged Business (SDB), Historically Black
Colleges and Universities and Minority Institutions in the proposed
contract team, measured as a percentage of estimated effort. (7) Volume
of DoD contract awards to the prime A/E Firm in the past 12 months. AE
will be required to use MCACES for cost estimating on this project.
The software will be furnished by the Corps of Engineers after contract
award. Responding firms should indicate ability to access an electronic
bulletin board and Automated Review management System (ARMS) via modem.
The proposed contract will result in a fixed price contract. The
contract will consist of one base period and two option periods, which
shall not exceed one year each, for a total of three years for the
entire contract. Task orders will normally be less than $150,000 but
not to exceed $300,000. The contract amount shall not exceed $500,000
for each period or a cumulative total of $1,500,000 for the entire
contract. The Government may exercise an option before expiration of
the base contract period (or option period) if the contract amount for
the base period (or option period) has been exhausted or nearly
exhausted. Qualified firms desiring consideration shall submit one copy
of SF 255, including organizational chart of key personnel to be
assigned to this project, current SF254, and consultant's current
SF254s. No additional project information will be given to A-E firms.

2385.It is anticipated that the selected firm will be required to
submit a subcontracting plan with its fee proposal if it is a large
business. For this procurement, a large business is a concern for which
the annual average gross revenue taken for the last three (3) fiscal
years exceeds $2.5 million. If a large firm chooses to subcontract, it
is recommended that 55 percent of the total planned subcontracting
dollars should be placed with Small Business (SB) concerns. It is
recommended that 9.5% of subcontracted dollars go to, Small
Disadvantaged Businesses (SDB), and 5% to Women-Owned Small Businesses
(WOSB's). WOSB's may not qualify as SDBs for federal contracts. This
