Battle Command Brigade, wrightc@mail1.monmouth.army.mil. THIS IS A
REQUEST FOR INFORMATION ONLY. The Program Manager for Force XXI Battle
Command Brigade and Below (FBCB2) is seeking sources for the
production of FBCB2 Applique+ computer hardware systems and vehicular
installation kits, and the installation of the hardware into military
vehicles. This effort will support the installation and fielding of the
Army's First Digitized Division (FDD), which will be the 4th Infantry
Division, III Corps, Fort Hood, TX and must be completed no later than
30 September 2000. The Applique+ is a ruggedized computer system which
consists of a CPU Unit, a Display Unit (either 10.4" or 12.1"), a
removable Hard Disk Drive, and a detachable Keyboard Unit. The CPU Unit
contains an Intel Pentium Pro 200 MHz processor, 64 MB of RAM, minimum
1.6 GB removable Hard Drive and a full complement of I/O ports and
interfaces. The Display Unit is a 256 Color LCD with minimum 800 X 600
pixel resolution. The display has an integral touchscreen capability,
is fully sunlight readable in bright sunshine, brightness level is
gradually adjustable from full brightness to total blackout conditions
for night time operations. The Keyboard Unit uses a standard 84 Key
"QWERTY" layout which is "hot pluggable" into the Display Unit. It also
incorporates backlighting of keys which provides the user a range of
brightness adjustments and full blackout capabilities. The computer
system must be capable of running the Solaris X.86 Operating System and
FBCB2 Application Software Version 4.0. The final FBCB2 Software
Version Description Document will be released in June 2000. A draft
document for the current FBCB2 Version 2.1 Software will be available
approximately 1 December 1998 and will be located at the CECOM Business

Requirements: The FDD hardware and services required consist of the
following items. Current versions of the technical documents cited
below are available for viewing in the CECOM Business Opportunities
Page Web Site (shown above). a. Approximately 2,000 Applique+ Computer
Systems in accordance with current Configuration Item Product Function
Specification (CIPFS) Applique+ Computer -- B-Kit (Revision B) (Version
2), dated 1 October 1998, and an MS Powerpoint Slide Package
Presentation entitled "Design Changes for the FDD Applique+ Computer",
dated 29 October 1998. The CIPFS documents will be finalized after
completion of the FBCB2 IOT&E in October 1999. The Government's intent
is to procure and field a computer system in the year 2000. It will
contain the latest available computer performance and technologies, be
easily repairable and maintainable, and be easily upgraded for future
requirements through technology insertion of easily accessible and
removable circuit cards and subassemblies. It will preserve the
Government's large investment in system design, integration, testing
and platform safety releases. b. Approximately 1,800 platform specific
Installation Kits in accordance with current Configuration Item
Product Function Specification (CIPFS) A-Kit (Final) (Versions 2 -3),
dated 1 October 1998, and Configuration Item Product Function
Specification (CIPFS) B-Kit Isolation System (Draft) (Versions 2 -3),
dated 1 October 1998. c. Approximately 1,800 Computer Hardware and
Installation Kit Installations installed into about 35 vehicular
platform types in accordance with System/System Segment Interface
Control Document (Hardware) (Final) (Version 3) dated 15 September
1998, and the FDD Vehicular Platform Types List, dated 29 October 1998.
Schedule: An award for the FDD requirements is planned for 1 February
2000 following completion of a scheduled January 2000 FBCB2 Milestone
III Decision Review. Delivery of all FDD hardware and services must be
accomplished in sufficient time to achieve an FDD First Unit Equipped
(FUE) Milestone by 30 September 2000. To accomplish this, it is
envisioned that delivery and installation of production hardware
computers and IK kits into vehicular platforms will required at a
delivery rate of 400-500 units per month starting in May 2000 and
continuing through September 2000. This is not a pre-solicitation
notice that constitutes a Request for Proposal, and is not to be
construed as a commitment by the Government. Responders are requested
to provide sufficient detail for any computer system that they are
currently manufacturing in order for the Government to assess whether
that system meets, or can be modified to meet, the Government's
technical performance, capabilities, and delivery requirements as set
forth in this notice. Proprietary information is not being solicited.
The Government will not reimburse contractors or responders to this
notice for any costs incurred in responding to this notice, or in
subsequent exchanges of information. Organizations having the expertise
and capabilities to provide the required FDD hardware and services, in
the quantities and timeframe required, are invited to submit
information discussing such capabilities. It should be submitted in the
format prescribed in the FDDComputer Capabilities Questionnaire located
at the CECOM Business Opportunities Page Web Site Address (see above).
Information submitted does not constitute a proposal, but will be
considered an open exchange of capabilities and ideas. Responses to
this request must be received by 11 December 1998. Responses should be
