synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. This announcement/solicitation is
issued as N00102-98-Q-0636 and incorporates provisions and clauses
effective through Federal Acquisition Circular 97-06. This acquisition
is NOT reserved for Small Business. However, the quoter's size status
may affect entitlement to award in the case of a tie. The standard
industrial classification (SIC) code is 1629 and the small business
size standard is $17M per year. Vendor services to clean sanitary tanks
1, 2 & 3 on SSN 701 at Portsmouth Naval Shipyard, Portsmouth, NH. All
contractors wishing to bid on this requirement are encouraged to pay a
site visit before quoting. Contact the buyer listed to arrange for a
site visit. Services are required tocommence within one week after
receipt of order. Service to be as follows: Portsmouth Naval Shipyard
will provide: A. 100 lb air for pneumatic tools;B. Breathing air; C.
110/220/440 electrical services; D. Fresh water hook up;E. Rigging
services; F. Opening and closing of sanitary tanks 1, 2 & 3; G.
Disconnect/reconnect of all piping joints necessary for cleaning of
sanitary tanks; H. Gamazyme 700 FN to be used for cleaning sanitary
tanks 1 & 3. Contractor will provide/accomplish: A. Cleaning of
sanitary tanks 1, 2 & 3 to begin asap for a 10- day duration
(estimated); B. Capacities of san tanks are: Sanitary tank no. 1 =
2,000 gallons, Sanitary tank no. 2 is 2,550 gallons, Sanitary tank no.
3 is 950 gallons; C. Cleaning of sanitary tanks 1 & 3 using gamazyme
700FN iaw instructions of UIPI 0593-901C; D. Sanitary tanks 1 & 3 must
be cleaned free of all waste and calcium deposits removable by light
scraping & power washing at completion of tank cleaning, tanks must be
gas free certifiable (gas free as accomplished by PNS) for hot work
and personal work without the use of respirators. Sanitary tank
surfaces must be free of all wastes and deposits, excluding hardened
deposits, etc, to enable inspection of the top layer of paint; E.
Cleaning of sanitary tank no. 2 using medium pressure wash (1000 to
2000 psi) with 90 degree fahrenheit hot water not to exceed 160 degree
fahrenheit. Detergent as specified by the contractor shall be used in
the washing of sanitary tank no. 2. Following the hot water wash of
san tank no. 2, additional degreasing agents, as specified by the
contractor, shall be used as necessary to ensure degreasing of the
tank.; F. Sanitary tank no. 2 must be cleaned free of all grease,
surfaces of tank must be free to the touch and pass PNS code 250.2
grease free inspection. At completion of tank cleaning tank must be gas
free certifiable (gas free as accomplished by PNS) for hot work without
use of respirators. san tank no. 2 surfaces must be free of all wastes
and deposits to enable inspection of top layer of paint; G. Hoses and
electrical lines necessary to accomplish work; H. Remove and dispose
of all waste from and associated with the cleaning of sanitary tanks 1,
2 & 3; I. Detergent for cleaning of san tank no. 2 and additional
degreasing agents as necessary; J. Chlorine for disinfection and final
cleaning of san tanks 1, 2, & 3; Also, sewage and gamazyne removal
cost (approx 3000 gals), water & sodium hypochloride removal cost
(approx 3000 gals) & rinsate (aqueous cleaner & water) removal cost
(approx 1600 gals). No person not known to be an American citizen of
good standing and repute shall be eligible for access to Portsmouth
Naval Shipyard and adjacent areas. Proof of citizenship may be
required. Entrance of foreign nationals is restricted. The following
clauses/provisions from the Federal Acquisition Regulation (FAR) apply:
52.212-1, Instructions to Offerors -- Commercial; 52.212-2, Evaluation
-- Commercial Items (paragraph [a] includes evaluation under the
Navy's Red/Yellow/Green Program); 52.212-4, Contract Terms and

52.215-5 Facsimile Proposals (207/438-1251). In addition, anyone
responding to this notice must provide a completed copy of the FAR
provision 52.212-3, Offeror Representations and Certifications --
Commercial Items, with their response (Note: FAR text is available
through the world wide web at: http://www.arnet.gov/far/). The closing
date for receipt of quotations is 30 Nov 1998 at 3:00PM local time.
