The General Services Administration/Public BuildingS Service/Office of External Affairs is seeking vendors who can provide Graphic Design Services for the Public Buildings Service (PBS). The purpose of PBS' graphic design is to assist PBS in the marketing of PBS' gpa;s, products and services to all our constitutencies. The contractor will design and prepare various promotional, marketing, comunication, advertising and public outreach materials in support of the national real estate programs of PBS and in accordance with style guide standards. The design and preparation of such services and materials includes the conception, planning, and facilitation of marketing, communications or advertising projects. Projects include graphic design, layout and typesetting services for brochures and other materials, direct desktop design, cartography, film work and any other services necessary to the completion of camera ready material and or negative/disk. This procurement will be a 100% small business set-aside (FAR 52.219-6). SIC CODE: 7336. Award under this Request for Qotation (RFQ) wil be made under the Best Value Continuum trade off process, as described in the Federal Acquisition Regulation 15.101 and 101-1. The Best Value Continuum is defined as the array of source selection strategies and approaches that may be used to reflect the relative importance of cost or price. The Source Selection approach or combination of approaches that will result in the Best Value is a case by case deteremination and can include: risk of unsuccessful work required, relative importance and technical factors and/or past performance and cost or price. GSA reserves the right to use a trade off process if it is deemed to be in the best value of the Government. These services will be contracted under a Blanket Purchase Agreement (BPA) in accorance with Simplified Acquisition Procedures (FAR 13.106). THe BPA wil be on a totational basis. The rotation wil be based on ranking in the technical range. The program office will only contact selected awardees on a per job basis. The anticipated period of performance of this BPA will be from date of award to September 30, 1999. The reference number for this RFQ is CAFP99DH-006.
