Honolulu, fbutala@d14.uscg.mil. Provide Architect/Engineering services
including plans, specifications, cost estimates, surveying and
mapping, engineering studies, construction submittal reviews, review of
cost of negotiated proposal, construction estimates and site planning.
Professional disciplines shall include but not be limited to the
following: Architectural, Civil, Structural, Electrical, Mechanical,
and Environmental as pertaining to an engineering design. The work
shall be on an "as needed" basis. The projects have not yet been
selected, but have historically been renovation projects and studies
which have become expedient items due to changing operational
priorities. The prepared drawings shall be furnished in "AutoCad"
Release 14 using the Coast Guard's CE-CADD software (instructions on
how to download software via the Internet will be made available upon
award). Construction specifications shall be SpecsIntact or MS-Word
version 7.0. The projects are located in Hawaii, the Hawaiian Island
chain, Western Pacific area, and Guam. The services will be provided
under a 12-month annual task order contract (ATOC) with one option
year. The contract(s) will be an indefinite-delivery
indefinite-quantity (IDIQC) type. Multiple awards are anticipated. No
individual order shall exceed $200,000 and the annual contract amount
cannot exceed $500,000. The guaranteed minimum is $5,000. The majority
of the construction cost estimates will between $25,000 and $250,000.
The A/E firms will be evaluated by the following selection criteria,
in descending order of importance: 1) Professional Qualifications of
Firm -- Professional qualifications of persons who will be assigned to
perform the required services. Key project personnel's relevant and
recent educational background, professional registration, and
experience in their technical fields. Personnel the firm employs in the
technical disciplines required. 2) Specialized Experience and Technical
Competence -- Experience of the key personnel who will be assigned to
accomplish the type of workrequired. Firm's experience in construction,
and major repair/renovation projects. Firm's capacity and potential for
product excellence, including innovation, and recognition of
alternative solutions. Excellence demonstrated by relevant examples of
previous work. Capacity for excellence based on honors, awards, and
recognition received. 3) Capacity to Accomplish Work on Time -- Firm's
current workload, total number of on going projects, and percentages
of completion. 4) Past Performance with Government Agencies -- Firm's
successful accomplishments of past government projects similar in
nature in terms of cost control, compliance with performance schedules,
and quality of work. 5) Location -- Location in or knowledge of the
project's geographic area, and proximity to CEU Honolulu office. 6)
Energy Conservation and Preference Program for Recovered Materials --
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
Department of Transportation policy prescribes consideration be given
to total employment of minorities and women in the form of bonus
points. In addition, the number of minorities and women in all relevant
job classifications and pay scales that will actually work on the
project shall also be considered. Solicitation issued and resulting
contract to be awarded under the Small Business Competitive
Demonstration Program. FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED
BUSINESS ENTERPRISES: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance,
and paymentbonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
