Services Administration/Public Buildings Services/Office of External
Affairs is seeking vendors who can provide Photography Services to the
Public Buildings Service (PBS). Photographs should communciate PBS'
capabilities, achievements and strategic direction. The tasks include
location photography and provision and processing of the film.
Photographjy wil take place in the Washington DC area and in GSA's 11
regional offices throughout the country. Locations will include
offices, outside locations, building exteriors, building interiors,
security situations as well as GSA employees, contractors and customers
(employees of other Federal agencies). This procurement will be a 100%
small business set aside (FAR 52.219-6). SIC CODE: 7335. Award under
this Request for Quotation (RFQ) will be made under the Best Value
Continuum trade off process, as described in the Federal Acquisition
Regulation 15.101 and 101-1. The Best Value Concinuum is defined as the
array of source selection strategies andapporaches that may be used to
reflect the relatvie importance of cost or price. The Source Selection
approach or combination of apporaches that will result in the Best
Value is a case by case determination and can include: risk of
unsuccessful performance, definitiveness of the requirement, amount of
development work required, relative importance of technical factors
and/or past performance and cost or price. GSA reserves the right to
use a trade off process if it is deemed to be in the best interest of
the Government. These services will be contracted under a Blanket
Purchase Agreement (BPA) in accordance with the Simplified Acquisition
Procedures (FAR 13.106). The BPA will be on a rotational basis. The
rotation wil be based on ranking in the technical range. The program
office will only contact awardees on a per job basis. The anticipated
period of performance of the BPA will be from date of award to
September 30, 1999. The reference number for this RFQ is CAFP99DH-004.
