millerrd@spawar.navy.mil. SPAWARSYSCEN Charleston intends to issue a
Request for Proposals (RFP) for services and material to provide
installation and design support services for a wide variety of
electronic and electrical equipment, systems and foundations on ship
and shore sites. Installation services include: (1) installation; (2)
test and checkout; (3) modification and/or minor repair; (4)
fabrication of electronic/electrical components, foundations and
miscellaneous metal structures; and (5) documentation. Design services
include: (1) the preparation of Installation Design Plans (IDPs); (2)
development of fleet technical procedures for electronic systems; (3)
development of shore site engineering plans; (4) miscellaneous
drafting services; and (5) as-built plans and drawings. The contractor
is required to maintain a facility within the Norfolk, VA, Mayport, FL
and Charleston, SC areas. This is an unrestricted procurement under the
SIC Code 8711 and FSC R425 and has an estimated value of $40 to $50
million. An indefinite delivery, indefinite quantity type contract with
Time and Material task orders is anticipated. The period of performance
will be for a 12-month base period and four one-year options. The
Government estimates a potential level of effort of 1,494,760 labor
hours over a 60 month period. Award will be made to the offeror that
provides the overall best value to the Government. The required Key
Personnel and number of personnel resumes required are: Program Manager
(1); Electrical/Electronics Engineer (1); Drafter V (1); Drafter IV
(1); Drafter III (3); Electronics Installation Technician III
(Supervisor) (6); Electronics Installation Technician III (8); and
Welder, Combination Maintenance (4). This is a replacement effort for
contract N00612-93-D-7302 with Resource Consultants, Inc. of Vienna, VA
and was previously synopsized in the CBD on May 28, 1996 as
solicitation N65236-96-R-5700. The Government reserves the right to
make multiple awards if it is determined to be in the best interest of
the Government. All responsible sources may submit a proposal that
will be considered by the agency in response to this solicitation.
