Administration/Public Buildings Service/Office of External Affairs is
seeking vendors who can provide Customer Outreach Consulting Services
to the Public Building Services (PBS). Marketing tools and aids must be
designed to broadcast clear and consistent messages of PBS'
capabilities, achievements, and strategic directions. The vendor will
conduct customer outreach research activities and prepare various
marketing and public outreach strategies in support of the national
real estate programs of PBS. The conduct of such services includes
market research and analysis, public outreach strategy development and
development of marketing tools and vehicles. This procurement will be
a 100% small business set-aside (FAR 52.219-6). SIC CODE 8742. Award
under this Request for Quotation (RFQ) will be made under the Bet Value
Continuum trade off process, as described in the Federal Acquisition
Regulation 15.101 and 101-1. The Best Value Continuum is defined as the
array of source selection strategies and approaches that may be used to
reflect the relative importance of cost or price. The Source Selection
approach or combination of approaches that will result in the Best
Value is a case by case determination and can include: risk of
unsuccessful performance, definitiveness of the requirement, amount of
development work required, relative importance of technical factors
and or past performance and cost or price. GSA reserves the right to
use a trade off process if it is deemed to be in the best interest of
the Government. These services will be contracted under a Blanket
Purchase Agreement (BPA) in accordance with the Simplified Acqusition
Procedures (FAR 13-106). The BPA will be on a rational basis. The
Rotation will be based on ranking in the technical range. The program
office will only contact awardees on a per job basis. The anticipated
period of the BPA wil be from date of award to September 30, 1999. The
reference number for the RFQ is CAFPDH99-005. Firms requesting a
