120198 POC Betty P. May (703) 416-8966 This is a combined synopsis
solicitation for commercial items prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in the notice. This announcement constitutes the only
solicitation; quotes are being requested and a written Request for
Quotation (RFQ) solicitation will not be issued. The RFQ and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-07. The RFQ number is MS-99-Q-0006 and is
issued as a 100% small business set-aside subject to the special
authority for acquisition threshold but not greater than $5,000,000.00,
including options. The USMS reserves the right to award to other than
the lowest cost quote and incomplete quotes may not be considered for
an award. The quote must include firm-fixed pricing for all services
offered. Services Required: The contractor shall provide explosives
working dog teams to support USMS or other U.S. Government Agency
requirements in the Northeast United States on an as-needed basis for
the purpose of screening various locations. Locations will be specified
on individual Delivery Orders. Each explosives working dog team must
consist of a certified handler and a certified canine that are
sufficiently trained and experienced to conduct explosives detection
sweeps in both urban and rural settings. Typically the explosives
detection working dog team will be deployed to sweep interior and
exterior areas in offices, building, homes, or vehicles (cars, planes,
boats, trains, etc.). Handler Qualifications: As a minimum standard,
the handler must be qualified as having met at least one of the
following requirements: 1. The handler is certified as being trained by
the Federal Bureau of Investigation's Hazardous Device School (HDS)
located in Huntsville, Alabama, or 2. The handler is certified in
explosives detection or handling by the Federal Aviation Administration
(FAA), or 3. The handler is certified in explosives detection or
handling by the North American Police Work Dog Association, or 4. The
handler has a minimum of three years work experience in explosives
detection or handling with either a federal, state, or local law
enforcement agency or as a member of the United States Armed Forces.
Canine Qualifications: As a minimum standard the canine must be
certified in explosives detection by the North American Police Work Dog
Association. Tours-of-Duty Requirements: 1. The USMS may require up to
five (5) explosives detection working dog teams at designated
facilities, seven days per week between the hours of 0700 to 1900
(hours may increase up to 24 hours per day). 2. Access to at least one
other explosive working dog team on an as-needed basis for the purpose
of screening locations that may be visited or frequented by Federal,
State, Local or any officials or spouses designated by the U.S.
Marshal, Southern District of New York. Typically, these locations
consist of secondary residences, but may include any location
designated by the U.S. Marshal. The contractor will be provided a
minimum of twelve hours advance notice of the Protectee's planned visit
to a location. Travel inside or outside the Northeast United States
area, if any, will be reimbursed in accordance with Government Travel
Regulations. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items, and FAR Provision 52.212-2, Evaluation of
Commercial Items, are applicable to this acquisition. The clause at FAR
52.212-4, Contract Terms and Conditions-Commercial Items, and the
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, apply to this
acquistion. Evaluation of Commercial Items: The Government will award
to the responsible bidder offering the best value in terms of price
and past performance (past performance references must be provided).
For evaluation, past performance is significantly more important than
price. To be considered technically acceptable, the Quoter must submit
a narrative technical description of the items being offered in
sufficient detail for the CO to decide that the quotation meets the
requirements of the RFQ. NOTE: Quoters responding to this solicitation
must submit firm fixed hourly unit price, per team (Handler and
Canine) for the following periods of performance: Date of award --
September 30, 1999; October 1, 1999 -- September 30, 2000; October 1,
2000 -- September 30, 2001; October 1, 2001-September 30, 2002; and
October 1, 2002-September 30, 2003; prompt payment terms, and a
completed copy of the provisiion at FAR 52.212-3, Offer Representations
and Certifications-Commercial Items, with their bids. Pursuant Statutes
of Executive Orders-Commercial Items, the following FAR clauses are
hereby incorporated by reference: 52.203-6, Alt. I, Restrictions on
