The Office of Emergency and Remedial Response of the Environmental Protection Agency intends to contract for technical and analytical services in support of the preparation of Hazardous Ranking System (HRS) Documentation Records. A critical step in the National Priorities Listing process, HRS Documentation Record preparation is performed as the step following Site Investigation of a hazardous waste site. The HRS document preparation process is ordinarily very lengthy, and is a major contributor to the amount of time required to propose and list sites on the NPL. In an effort to improve the efficiency of the listing process, the Agency plans to have the NPL support contractors, non-Response Action Contractors, (non-RACs) prepare the HRS documentation record on a select number of sites. This work has historically been performed by the States or Response Action Contractors (RACs). However, based on an in-depth review of the Agency's policies, it was determined that having a non-RAC perform this activity does not create a conflict of interest for either the non-RAC or the Agency. [This determination is recorded in a memorandum signed by both the Office of Emergency and Remedial Response and the Office of Acquisition Management.] It was also determined by the Agency that there are only two non-RAC contractors who possess the qualifications necessary to perform this work. These firms, Marasco Newton Group, Inc. and DynCorp I&ET, currently conduct the quality assurance review of the HRS Documentation Records. Through this firsthand experience, these two firms have developed expertise in developing sound technical and defensible HRS packages necessary to accurately write a documentation record which can withstand the scrutiny of potentially responsible parties. To this end, modifications will be issued to the existing NPL contracts (Marasco Newton Group 68-W-98-105 and DynCorp I&ET 68-W-98-106) to add this additional task to the existing statements of work. Due to adequate capacity on these contracts, it is anticipated that these modifications will neither add level-of-effort hours nor increase the value of the contracts. Posted 11/10/98 (W-SN269991).
