Administration/Public Buildings Service/Office of External Affairs is
seeking vendors who can provide Qualitative and Quantitative Consulting
Services to the Public Building Service (PBS) to promote the goals,
products and service to our constituencies. Market research assists PBS
in formulating PBS' capabilities, and strategic direction. Vendors will
need to provide all necessary support to statistically measure customer
satisfaction with PBS services using appropriate quantitative and
qualitative research techniques, i.e. mail and telephone surveys,
survey design and implementation, written analysis and report of
responses. This procurement will be a 100% small business set-aside
(FAR 52.219.6) SIC CODE 8742. Award under this Request for Quotation
(RFQ) will be made under the Best Value continuum trade off process, as
described in FAR 15.101 and 101-1. The Best Value continuum is defined
as the means of source selection strategies and approaches that may be
used to reflect the relative importance of cost of price. The Source
selection approach or combination of approaches that will result in the
Best Value is a case by case determination and can include: risk of
unsuccessful performance, definitiveness of the requirement, amount of
development work required, relative importance of technical factors
and/or past performance and cost or price. GSA reserves the right to
use a trade-off process if it deemed to be in the best interest of the
Government. These services will be contracted under a Blanket Purchase
Agreement (BPA) in accordance with the Simplified Acquisition
Procedures (FAR 13.106). The BPA will be on a rotational basis. The
rotation will be based on ranking in the technical range. The program
office will only contact selected awardees on a per job basis. The
anticipated period of performance of this BPA will be from date of
award to September 30, 1999. The reference number for this RFQ is
CAFP-99-VPS-0028. Firms requesting a packet must state the reference
