Administration/Public Buildings Service/Office of External Affairs is
seeking vendors who can provide Trade Show and Special Event Marketing
Consulting Services to the Public Building Service (PBS) to promote
the goals, products and service to our constituencies at trade shows,
associations and client meetings. Marketing tools and aids must be
designed to broadcast clear and consistent messages of PBS'
capabilities, achievements, and strategic direction. Materials must
capture audience direction and peak their interest. Vendors will need
to furnish marketing strategies, market data, research and analysis,
and marketing products for trade shows and special events. This
procurement will be a 100% small business set-aside (FAR 52.219.6) SIC
CODE 8742. Award under this Request for Quotation (RFQ) will be made
under the Best Value continuum trade off process, as described in FAR
15.101 and 101-1. The Best Value continuum is defined as the means of
source selection strategies and approaches that may be used to reflect
the relative importance of cost of price. The Source selection
approach or combination of approaches that will result in the Best
Value is a case by case determination and can include: risk of
unsuccessful performance, definitiveness of the requirement, amount of
development work required, relative importance of technical factors
and/or past performance and cost or price. GSA reserves the right to
use a trade-off process if it deemed to be in the best interest of the
Government. These services will be contracted under a Blanket Purchase
Agreement (BPA) in accordance with the Simplified Acquisition
Procedures (FAR 13.106). The BPA will be on a rotational basis. The
rotation will be based on ranking in the technical range. The program
office will only contact selected awardees on a per job basis. The
anticipated period of performance of this BPA will be from date of
award to September 30, 1999. The reference number for this RFQ is
CAFP-99-VPS-0029. Firms requesting a packet must state the reference
