-Service/Maintenance for approximately (40) forty government-owned
portable self-contained toilets for an estimated quantity of 2080 each.
Service shall be performed on a weekly basis. ITEM 0002 -Maintenance
Service for toilets covered under item 0001 above to occur on weekends
and holidays within 24 hours after notification for an estimated
quantity of 50 each. The contractor shall furnish interim maintenance
services for the toilets on weekends and holidays within twenty-four
hours after notification by the authorized government representative.
This requirement is a combined synopsis/solicitation for commercial
services. The associated Standard Industrial Classification (SIC) code
is 7342 and the Small Business Size Standard is 5.0 mil. The contract
will be a fixed price contract with options anticipated. The contract
period of performance anticipated is for one base year and two option
years beginning 10 December 1998 through 09 December 1999 or effective
date of contract award. Services shall be FOB Destination to Norfolk
Naval Shipyard, Portsmouth, VA 23709-5000. The combined
synopsis/solicitation for commercial services is prepared in accordance
with the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are requested, a written solicitation
will not be issued. The solicitation number is N00181-99-Q-0011 and is
issued as a request for quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-07, Defense Acquisition Circular 91-13, Naps
97-4 and NAVSEA Procurement Policies & Guidance 98-34. The following

FAR 52.222-41 Service Contract Act of 1965, as Amended; FAR 52.222-43
Fair Labor Standards Act and Service Contract Act -- Price Adjustment
(Multiple Year and Option Contracts). FAR 52.222-42, Statement of
Equivalent Federal Wage Rates: In compliance with the Service Contract
Act of 1965, as amended, and the regulations of the Secretary of Labor
(29 CFR Part 4), this clause identifies the classes of service
employees expected to be employed under the contract and states the
wages and fringe benefits payable to each if they were employed by the
contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

JANITOR $9.84 Wage Determination 94-2543, Rev 18; Date of Last
Revision: 06/01/1998, is applicable and is available to those
contractor's who will be submitting an offer. Contact Lolita Waters at

Government-Owned Portable Toilets are Jensen Model 747-M (or equal)
toilets. Each unit shall have the capability to be used 80 to 100 times
before service is required again. The toilets are stationed on land
based cranes that stand from 50 to 200 feet tall and on floating cranes
throughout Norfolk Naval Shipyard. (2) Weekly service shall consist of
emptying waste and effluent, cleaning inside and outside of toilets,
furnishing toilet paper and chemicals and other supplies necessary in
the operation of the toilets. In the event of contractor spillage of
waste/effluent from the toilet, the contractor will be responsible for
all expense in cleaning and deodorizing the contaminated area. The
contractor shall provide his own holding tank for the waste and
effluent removed from each toilet serviced and shall dispose of the
contents of the holding tank outside Norfolk Naval Shipyard. (3) The
contractor shall be responsible for refilling the toilets in accordance
with the manufacturer's requirements I.E. the proper amount of water
and chemical. (4) The contractor shall be responsible for any damages
incurred by their personnel during the performance period. (5) The
government will be responsible for any and all repairs of toilets
caused from normal wear and tear. Damages and/or repairs to a toilet
that renders it unusable will, at the government's discretion, be
replaced. The contractor shall clean out the damaged toilet and remove
it. The government will provide a replacement. The contractor shall be
responsible for providing necessary servicing to the replaced toilet as
specified in (1) above. (6) Damages and/or repairs to a toilet that

(7) Toilets are stationed on the following land based cranes and
floating cranes at the Norfolk Naval Shipyard: Dock Cranes: #6, #27,
#29, #30, #31, #32, #33, #34, #35, #36, #37, #38, #39, #40, #41, #42,
and #43. Hammerhead Cranes: #110 and #111 -- land based: 0-200 FT.
Floating Cranes: #196 and #252 -- Floating Cranes are 0 -- 100 Ft;
Stiff Leg Derrick: USN #182591 (two (2) each -- land based 0-100 ft;
Building 261: #117315 and #160618 -- land based 0-100 ft; NOTE: crane
numbers are subject to change over the life of the contract, NNSY will
notify the contractor of the changes. At no time will the number of
cranes to be serviced exceed (40) units. (8) The government anticipates
that approximately forty (40) toilets will need servicing. The
requiring code shall furnish the contractor with a list of toilets to
be serviced on a weekly basis. The contractor shall provide safety
equipment, including safety glasses, steel toe shoes, hard hats and ear
plugs for use while servicing the toilets located inside the Norfolk
Naval Shipyard Industrial area. The contractor and his employees shall
become acquainted with and obey all government regulations as posted
at the Norfolk Naval Shipyard. Instructions are available and will be
faxed upon request as follows: In accordance with directives that are
classified as either advisory or mandatory for Environmental
Protection, Safety Requirements and Reports; Contractor employees;
Identification of Contractor Employees; Identification of Contractor
Vehicles; Damage or loss of Contractor's supplies and contractor's
employee property; Work outside regular working hours
Directives/References. Norfolk Naval Shipyard's technical
representative will be established at time of award. Norfolk Naval
Shipyard's normal working hours is 7:30 a.m. to 3:50 p.m. This
procurement is being conducted under simplified acquisition procedures.
