Atmospheric Administration (NOAA), Aircraft Operations Center (AOC),
serving under the United States Department of Commerce, operates a
small fleet of aircraft to support its environmental data collection
effort. Due to the limited number of NOAA aircraft available for
tasking, some proposed research projects can not be accommodated using
AOC assets. This requirement is to provide, modify, maintain, and
operate an aircraft in support of the NOAA Environmental Technology
Laboratory (ETL). Under this requirement, the contractor is to provide
a flight crew consisting of two qualified Twin Otter pilots and a
DeHavilland DHC-6 300 series Twin Otter Aircraft. The aircraft and
flight crew shall arrive at the Miami Aircraft Corporation Fixed Base
Operator (FBO) in Opa Locka, Florida on or about December 15, 1998 for
the start of the aircraft modification period. NOAA will require
exclusive use of the aircraft and flight crew from December 15, 1998
through February 20, 1999, while the aircraft undergoes modification,
instrument installation, flight testing, Federal Aviation
Administration (FAA) certification, and calibration. The costs
associated with the flight test, certification, flight crew, and
aircraft operation shall be the responsibility of the vendor. The major
modifications involve replacement of the left wing tip, right rear
entry door, and aft baggage compartment door with Government supplied
modified replacement parts. The modified parts shall be replaced with
the original parts at the completion of each dedicated time period and
returned to the Government. The contractor shall be required to have
modifications made to the airframe, as required by the FAA, to
additional attachment points for securing the instruments fixed to the
Government supplied modified parts. This modification and flight test
effort will continue through January 31, 1999. It is estimated that
the flight time dedicated to the test program will be limited to 10
flight hours. At the completion of the instrumentation installation,
the aircraft will commence a 25 flight hour calibration effort in the
Gulf of Mexico on February 1, 1999 through February 15, 1999. After the
calibration flights are completed, all instrumentation will be removed
and the aircraft may be returned to its original condition by the
contractor. On or about November 1, 1999, the vendor shall
re-instrument the same aircraft used for the original calibration tests
and shall provide exclusive use of this aircraft to ETL through
December 10, 1999. It is estimated that this segment of the project
will require 100 hours of flight time. All operating costs for these
flights shall be the responsibility of the Contractors. The Government
will provide all instrumentation. Major modifications to the aircraft
include but are not limited to: 1) Aft baggage compartment door pod;
2) Left wing tip pod; 3) Right rear entry door pod; 4) Four electronic
equipment racks. These pods will carry Government provided
instrumentation that will be used for NOAA ETLs Shoaling Wave
Experiment. Because these pods are already fabricated and fit to a
DHC-6 series 300 Twin Otter, only this specific type of aircraft will
be considered. The aircraft must have seating available for three (3)
scientific crew members. The aircraft shall also consist of the
following: 1) 21 inch vertical (downward looking) hole (equivalent to
a DeHavilland Wild Camera Provision SOO-6045) to support additional
instrumentation; 2) GPS navigation unit with data output for mission
equipment; 3) Cabin intercom system (three station minimum; 4)
Provisions for electrical power to be used by mission equipment. This
requirement is not set aside for small business. SIC code 4789 applies.
The solicitation will be issued on or about November 23, 1998 and will
close around December 4, 1998. All responsible sources may submit a
