seeking information on, and sources of, a Nitrogen Charging Kit as
follows: The Nitrogen Charging Kit shall be capable of taking nitrogen
from a standard nitrogen cylinder pressurized in the range of 0 --
3000 pounds per square inch gauge (psig) and delivering it to a recoil
mechanism at a pressure of 0 -- 2500 psig. Gauges shall be accurate to
25 psig. Gauges must also be graduated to 50 psi increments. Regulators
used in the Nitrogen Charging Kit shall conform to Compressed Gas
Association (CGA) standard CGA E-4, Standard for Compressed Gas
Regulators. The inlet fitting shall conform to CGA V-1, Compressed Gas
Cylinder Valve Outlet and Inlet Connections type 580. An operator
shall be capable of determining both the nitrogen cylinder pressure at
the inlet to the Nitrogen Charging Kit, and the charging pressure of
the receiving cylinder . . All regulators and gauges shall withstand
continuous working pressures of no less than 3000 psig. The regulators
and gauges shall be protected from overpressure. The Nitrogen Charging
Kit shall include the following adapters that will allow the Nitrogen
Charging Kit to adapt to foreign nitrogen tanks: CGA 540 to CGA 580,
CGA 555 to CGA 580, and CGA 590 to CGA 580. The outlet end of the
Nitrogen Charging Kit shall connect to a valve conforming to MS28889-2.
The connection fitting shall allow connection to the receiving cylinder
without twisting the hose. The Nitrogen Charging Kit shall also provide
a means for checking actual final charge pressure of the receiving
vessel without line loss. The Nitrogen Charging Kit shall allow
connection to a nitrogen cylinder no less than 160 inches away from the
receiving cylinder . There shall be a valve or mechanism within 18
inches of the outlet end that will allow the nitrogen flow to be shut
off without returning to the nitrogen cylinder. In addition, provisions
shall be made downstream of the shutoff valve to bleed off pressure
from the recoil mechanism without loosening the end connection. All
hosesand fittings shall withstand continuous working pressures of no
less than 3000 psig. The Nitrogen Charging Kit shall be supplied in a
rigid container no larger than 9.5 inches wide x 9.8 inches high x 21
inches long. The container shall have a handle and shall have
provisions to prevent the regulator and gauges from shifting during
transport. When in the container, the Nitrogen Charging Kit shall
withstand a drop of no less than 5 feet onto a concrete surface with no
damage to the charging kit, gauges, or adapters. The container shall be
finished in a subdued dark non-reflective (flat or matte) finish.

to production capabilities, delivery, and price history would also be
helpful.This Request for Information (RFI)/Sources Sought (SS) Notice
is for information and planning purposes only, and shall not be
construed as a Request for Proposal, announcement of a solicitation, or
other obligation on the part of ACALA. All information is to be
