ELECTRONIC RFP ANNOUNCEMENT, POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND AMENDMENTS. The International Cancer Information Center (ICIC), located in the Office of the Director, National Cancer Institute (NCI), operates under a congressional mandate and serves as the NCI focal point for the collection and dissemination of scientific data on all research related to cancer biology, etiology, prevention and treatment. The goals of the ICIC are to actively promote, develop and implement more effective techniques to disseminate information on cancer research effectively among cancer researchers, practicing physicians, and cancer patients throughout the world. To meet NCI goals of developing more effective ways of disseminating this information, the ICIC has developed the Physician Data Query (PDQ) and CANCERLIT databases. Related services such as CancerMail (automated e-mail response for cancer information), CancerFax (automated fax response for cancer information) and CancerNet (the ICIC World Wide Web site) were also developed. The ICIC also serves as an NIH Service Center and has created and maintains the Rare Diseases Clinical Research Database (RDCRD) for the Office of Rare Diseases, OD, NIH. All systems developed and maintained by the ICIC are required to interface with other systems at ICIC, NCI and with ICIC information partners. The Computer Communications Branch (CCB) is responsible for computer applications development and operational support of all products mentioned above, plus research and development in the area of information dissemination. All hardware and software systems are based on open systems and adherence to industry standards. The ICIC data center is comprised of four IBM RS6000 mid-level computers (models 970, 570, 530, J50) and one Sun Sparc 10. An additional IBM RS6000 550L is housed off-site at the National Library of Medicine. These computers are connected with the Building 82 LAN (local area network) and WAN (wide area network) which connect the ICIC with the NIH network, the Internet, and off-site contractors performing database maintenance operations. AIX is the operating system for all RS6000 computers. The PDQ, RDCRD, and CANCERLIT databases are maintained using Oracle version 7, Developer and Designer 2000 and related tools, and the C programming language. This is 100% Small Business Set-Aside, Standard Industrial Classification (SIC) Code 7371, size standard $19.9 million. The ICIC plans to award a single, incrementally funded, cost-reimbursement contract for One base year plus four One-Year option to continue ADP support services for the production of these ICIC information products. Additional options for increased level of effort and support within each year is also anticipated. Such support includes daily computer operations, systems programming, production of the PDQ, RDCRD and CANCERLIT databases, application enhancement and modification, the development of new delivery methods as allowed by advances in technology, and the design and implementation of improvements in document management and PDQ maintenance systems. There will be a two-month overlapping transition period between the end of the existing contract and the beginning of this contract. The anticipated solicitation issue date is approximately 15 days after publication of this notice, and proposals will be due approximately 45 days after the issue date.
