Intelligence Center and Fort Huachuca, Directorate of Contracting is
seeking an exchange of information from companies, educational
institutions, or other Federal agencies that currently (or plan to)
provide research and development (R&D) services to the Federal
Government using a commercial item approach (FAR Part 12).
Specifically, this office is interested in knowing what industry and
others are doing to develop and enhance their commercial potential for
successfully performing Government research and development contracts.
In the past, companies have typically offered R&D services to the
Government on a cost reimbursement basis; however, many companies are
providing R&D services to the commercial sector using a commercial
pricing approach. The Government is seeking current/potential companies
(or Educational Institutions) that are able to commercially price R&D
services to either the Government or the commercial sector. The
Government is interested in how companies are approaching this issue
and what basis they use in developing their commercial prices. The
objective is to exchange information regarding this subject and develop
a data base/market survey of companies who may be a source for research
and development services on a commercial item basis. The Government
would like to assess the market place to determine if the commercial
item pricing would be a viable approach to awarding R&D contracts.
Interested parties should submit a paper, not longer than 3 pages,
describing what services your organization offers, and how you have (or
plan to) utilized the commercial item concept for research and
development opportunities in the Government. Two copies of papers shall
be submitted to: Directorate of Contracting, ATTN: ATZS-DKO-I (J.
