Commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for proposal (RFP),
GS-03T-99-R-0001. (iii) This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-8. (iv) This is a full and open procurement under SIC 4813
Telephone Communications, except Radiotelephone. The small business
Size standard is 1500 employees. (v) There are 9 contract line items
(CLINs) to be priced at a nonrecurring and/or monthly recurring where
applicable. CLIN 0001, ISDN-PRI 23B + D, qty 1; CLIN 0002, ISDN-PRI 23B
+ Backup D, qty 1; CLIN 0003, ISDN-PRI 24B, qty 1; CLIN 0004, DID
virtual facilities, qty 37; CLIN 0005, DOD virtual facilities, qty
37;CLIN 0006, DID Numbers, qty 2400. DID Numbers must be available to
the Government 5 business days after contract award; CLIN 0007 DID
Numbers reserved for growth, qty 600; CLIN 0008, Caller ID and Call x
Call Selection Features (1 per ISDN-PRI), qty 3. Additionally, local
message usage charges will be evaluated. Offerors must submit pricing
for monthly local calls and/or minutes of usage based on the following
estimates: Monthly local usage from the Pleasant Hills local exchange
area to Pittsburgh and other local suburban exchange areas is
estimated at: Area 1 -- 27,200 calls, 108,800 minutes; Area 2 -- 4200
calls, 14,000 minutes; Area 3 -- 2200 calls, 8,500 minutes; Area 4 --
10 calls, 40 minutes; Area 5 -- 10 calls, 40 minutes and Intra-LATA
Toll -- No calls. This contract will remain in effect for twenty-four
months from the effective date of the contract. GSA has the option to
extend this contract, at the offeror's proposed prices, for up to three
12 month option periods. GSA may exercise this option by written notice
to the contractor not later than 10 calendar days prior to expiration
of the contract. (vi) Local Exchange services are to be provided to 626
Cochrans Mill Road, Pittsburgh, PA 15236, using ISDN-PRI technology.
All equipment features, maintenance, and coverage shall be, at least,
comparable to that provided commercial customers. Local exchange
services are to be delivered to the above referenced location via fiber
facilities directly to the PBX room in PETC Building 58/59. CLIN 0009,
Premises labor and material, qty 1. Premises labor and material will
include a vendor provided fiber multiplexer and a vendor provided RJ48
jack strip (24 jack minimum) in the PBX room. The Government will
provide floor or wall space for the multiplexer and, a 19" relay rack
for mounting the jack strip. Vendor CSUs are not required. The ISDN-PRI
local exchange services are required to enable Government users to
access the Pleasant Hills, Pittsburgh and other suburban local exchange
areas, intra-LATA areas, and interconnection with inter-LATA exchange
carriers. Access to the local exchange shall include TTY Relay and
Emergency 9-1-1 services and functions. The vendor shall provide access
to directory number assistance, e.g., NPA -555-1212. The vendor shall
provide access to operator services assistance. If the vendor requires
a site visit, they should contact Mr. Joe Caulfield at (215) 656-6341.
Site visits will be conducted if requested from 12/01/98 through
12/04/98. (vii) Installation must be complete NLT April 19, 1999.

-- Commercial Items (Aug 98) is hereby incorporated by reference. (ix)
The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
will be the most advantageous, representing the best value to the
Government price and other factors considered. Past performance and
price will be used to evaluate offers. Offeror's proposal must include
capabilities, experience, and current services or contracts that would
demonstrate your ability to successfully perform this service. Offerors
must provide at least 1 customer for whom ISDN-PRI local exchange
services have been installed. A customer contact name and telephone
number must be included in the proposal. Proposals must also include
any applicable tariffs, and must be limited to 10 pages or less.
Applicable tariffs should be listed as an attachment to the proposal
and will not count toward the 10-page limitation. (x) Offeror's are
reminded to include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
