D -- ECONOMETRIC SOFTWARE PROVIDERS DUE 112798 POC Deanna Middleton, 202-268-6035 The U.S. Postal Service is issuing a Request for Sources to all econometric software providers with technical expertise and experience in Postal forecasting techniques, specifically "log on log" restricted regression modeling using the base period projection methodology. Under Postal forecasting techniques mail service price elasticities are forecast model coefficients. Providers must be able to 1) refine the Postal Service's current in-house production forecast software which utilizes SORITEC software and requires specific knowledge of Postal econometrics, 2) provide full time commitment with availability on demand, 3) implement changes consistent with alternative regulatory environments ( must have extensive knowledge of Postal legislative reform and other Postal issues), and 4) provide technical support in internal forecast development and implementation, and staff training.
