The Fleet & Industrial Supply Center Norfolk, Washington Detachment intends to negotiate a sole source contract for the Office of Clinical Laboratory Affairs of Rockville, Maryland with the College of American Pathologists (CAP). This contract will be for providing annual inspections and laboratory proficiency testing program evaluations based on comparison of over 12,000 medical laboratory and external performance testing survey material. Services are currently being provided under contract number N00600-98-C-0157. This will be a Firm Fixed Price contract with a period of performance to begin 01 January 1999 with a base year and two one-year options. This procurement will provide Navy medical laboratories the services and supplies required to meet requirements set forth in the Clinical Laboratory Improvement of 1988 (CLIA 88) and to maintain their College of American Pathologists (CAP) laboratory accreditation, as required by regulation. A Justification and Approval for Other Than Full and Open Competition has been prepared in accordance with FAR 6.302-1.
