J -- MAINTENANCE OF G.E. HIGH-RESOLUTION, STATE-OF-THE-ART PET SCANNER POC Mrs. Johnnie L. Rice, Contract Specialist, (301) 402-3086 The Clinical Center of the National Institutes of Health under the authority of 41 USC 253c(1)as set forth in FAR 6.302-1, intends to modify Contract No. NO1-CL-2139 to extend the period of performance for maintenance services under this contract, for an additional twelve (12) month period with one twelve(12) month option. Because of the proprietary nature of the hardware and software provided with the system and the unique capability of General Electric (GE) Medical Systems to provide spare parts and maintenance, the Government believes that GE is the only firm with the capability to provide the required services. The services to be provided are as follows: the period maintenance on the GE Advance PET systems shall be done on a quarterly basis. Response time for repairs shall mean a repairperson on-site at NIH in less than twenty-four hours, twenty-four hours per day, Monday through Friday. These scheduled visits shall be performed during the contractor's regular working hours and are to be mutually scheduled at least eight(8) weeks in advance. The Government shall give full and complete access to the equipment for the purposes of the above scheduled visits at the time agreed upon. The government shall also provide the necessary radioisotopes and phantoms for these purposes. Safety, performance assurance, and repair log books shall be kept on site. Currently, the GE Direction, 46-322542, Rev. 3, is used as a guideline. The length of duration for a PM (planned maintenance) is approximately 3-5 days at NIH. During this procedure, all four subsystems of the Advance scanner are inspected and tested for correct operation. The PET detector subsystem is calibrated and repaired as required to meet design/performance specifications. The Gantry/Patient handling components are checked for correct operation. All safety and mechanical devices are checked and services as needed to ensure continued operation. The computer subsystem of the Advance system, which includes the workstations, is tested via diagnostic software. The overall Advance system is cleaned, the cooling components are checked and power supplied are measured for correct settings. All responses to this synopsis must be written and received within 45 calendar days from the published date of this notice. Oral communications are not acceptable and will not be honored. A Statement of Work is available upon request. Responses requesting a solicitation without providing the required documentation shall not be considered. There is no solicitation document. Concerns that respond to this notice will be considered only if furnishing clear and convincing documentation demonstrating their ability to meet, at a minimum the stated requirements. Written responses should contain sufficient technical information and a description of the proposed services to be supplied which meets the requirements of the Government, in order to permit agency analysis to establish a bonafide capability to meet the stated requirements, and should be directed to Johnnie L. Rice at the address above. A determination by the Government to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government.
