The 45 SW intends to solicit competitive proposals to provide Range Technical Services at Patrick AFB, Cape Canaveral Air Station, and downrange locations. . Range Technical Services include the following: Program Management, Range Operations, Technical Systems O&M, Operational Analysis, Long Range Planning, Communications Systems O&M and Sustainment, Test and Evaluation, Technical Library Operation, LAN-Connected ADP Maintenance and Financial Management Support. Other services to be performed at Antigua AS and Ascension AAF include Facilities Support, Architect and Engineering Services, Food Service, Lodging Service, Exchange and Club Operations, Fire Protection and Security Services, Medical Services, Environmental Services, Flight Operations and Ground Support and General Logistical Support. An optional requirement is the Precision Measurement Equipment Laboratory (PMEL) Operations, Independent Testing Support. Two A-76 studies, which are direct conversions, have been identified as within the scope of RTSC. One study is the possible conversion of Range Communication Maintenance and the second study is PAFB Weather Observations. Both requirements will be included in the RFP as contract line item (CLIN) options. Each option may be exercised if the comparison of in-house and contract performance costs indicate the conversion will be cost effective. Top Secret facility and safeguarding clearances will be required in the performance of this work. Companies proposing on this acquisition must be U.S. owned, and personnel supporting this contract must have a minimum of a Secret Clearance. A Cost-Plus-Award-Fee type service contract with possible Firm-Fixed-Price CLINs is contemplated. The applicable SIC code and size standard are 8744 and $20M, respectively. Multiple awards are not anticipated. Planned contract performance is 1 Oct 99 through 30 Sep 00 with six one-year options. Information concerning this solicitation will be incrementally released and posted to the Patrick AFB web site http://www.pafb.af.mil/45lg/45cons/contract/rtsc/index.html . Frequent updates are made to this web site. A Statement of Work will not be included in the RFP; each offeror will be required to submit a performance based Statement of Work as part of their proposal. Contractors (both prime and sub) interested in proposing on the RTSC should submit the information requested on the web site. Release of the RFP is anticipated on or about 21 Dec 98 with proposals due on or about 26 Feb 99. A past performance volume will be required to be submitted in mid-Jan 99. An observation period is being planned to commence on or about 16 Nov 98 and will continue until receipt of proposals. Further information will be posted on our web site.
