The U.S. Army Medical Command, Contracting Center is soliciting ideas
from businesses regardless of size to assist us in preparing a
Statement of Work (SOW) for administering the Anthrax vaccine to all
Reserve and Guard Units throughout the U.S. The information that is
received from industry may be combined to establish the most effective
and efficient SOW to support the Department of Defense (DOD) Anthrax
Vaccine Immunization Program (AVIP). The total target audience is
estimated to be 1.5 million. Initial efforts will focus on a delivery
system in the State of Florida and includes approximately 25,000
reservists/guardsmen. The AVIP, which begins Fall 1999 and runs through
2003, covers a minimum of 900,000 reservist and guard members. DOD
desires to use fixed facilities (Military, Federal, Guard, Reserve
Units) and current staff whenever possible. We anticipate a combination
of using fixed facilities and having a very flexible mobile team to go
to designated locations. Integration and coordination with the service
organizations and units is imperative. The delivery system must provide
for distribution of government provided information on the shots,
anticipated side effects, and procedures to follow in case of an
adverse reaction. The system must provide for a method of collecting
information on the shots provided and electronically updating
individual medical records. The vaccine consists of injections given 2
weeks apart (0,2, and 4 weeks) followed by three additional injections
at 6, 12, and 18 months from the first injection. Booster injections
are required at one year intervals. The vaccine will be provided to the
contractor. The contractor is responsible for storage, transshipment,
and cross leveling of vaccines. Responses are due to this office not
later than 6 Jan 99 and shall not exceed 10 pages. Interested
businesses must contact this office in writing within 15 days from date
of this notification to request an information packet to assist you in
your response. Simple quality control programs and limited financial
information may be requested when the formal request for proposal is
