contract on a sole-source basis with Information Dynamics, Inc. (IDI),
of McLean, Virginia, for the maintenance and update of the relational
database and retrieval reporting system MANBASE. The MANBASE system is
a Center-wide database of costs, technical, and programmatic data used
in developing cost models. The MANBASE database is an integral part of
the Resource Analysis Office Resource Encyclopedia. IDI will be
required to: (1) update, validate data and generate new queries and
reports in the MANBASE system; (2) update and manage the Resource
Encyclopedia; (3) automate the Resource Analysis Office's cost models;
and (4) populate the Resource Encyclopedia with programmatic, cost and
schedule data. The period of performance of this requirement is
December 1998 through July 1999. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The MANBASE system
is a very large and complex collection of databases. These databases
are evolutionary in nature. IDI has been integrally involved in the
evolution of the system and has intimate knowledge of its heritage,
interfaces, and design. To transition to another contractor would
require long down times to allow for a period of learning. Substantial
downtime would negatively impact the Resource Analysis Office's
ability to provide real time analysis and support to the Center and
Agency. For these reasons, we consider IDI to be uniquely qualified to
meet this requirement. The Authority is 10 U.S.C. 2304(c)(1), Only One
Responsible Source. The Government does not intend to acquire a
commercial item using FAR Part 12. See Notes 22 and 26. Any referenced

days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurementon a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
