Standards and Technology (NIST) intends to negotiate on a sole source
basis with the Entrepreneurial Education Foundation (EEF), Denver,
Colorado, for development of custom training and collateral marketing
materials based on the EEF's Premier FastTrac II training program;
extensive services supporting NIST Manufacturing Extension Partnership
affiliated Centers in delivering the training program to their small
and medium-sized manufacturer clients; and an optional revision of the
custom training materials based on experience. Premier FastTrac is a
comprehensive, fully tested, practical curriculum that teaches the
imperative for business planning, the process and basic skills. One of
the purposes of this contract is to create and publish a custom
version of Premier FastTrac, called FastTrac SME (small and
medium-sized manufacturing enterprises). Deliverables shall include an
exclusive license, student handbook, business planning guide, CD Rom,
instructor manual, presentation overheads, Administrator Workshop
design, Train-the-Trainer Workshop design, Instructor Workshop design,
marketing materials, brochures, and pilot training. Optional items may
include development of a FastTrac SME boot camp for field engineers,
special interest modules for FastTrac SME, redevelopment of FastTrac
SME based on operating experience, Creation of an Operational Planning
course for FastTrac SME, Creation of a Strategic Planning Course for
FastTrac SME, Creation of a Corporate Venturing Course, Creation of a
self-study Business Planning Toolkit, Development of a Business
Benchmarking Tool, and other miscellaneous services. The period of
performance of the contract is for a base period from date of award
through September 30, 2000 with three additional one year option
periods. The F.O.B. Point is destination, Gaithersburg, Maryland. The
reason for this sole source is that EEF personnel developed the
FastTrac training program, and EEF has exclusive authority to license
its use and to create derivative products. EEF is therefore the only
source available to create custom training and marketing materials
based on the FastTrac training program. The FastTrac training program
was selected by NIST because it is a tested, comprehensive and
practical business development program that equips entrepreneurs with
the skills to develop and manage successful business ventures. It
includes comprehensive, tested, modular training materials, courses and
other supporting services for small businesses that are MEP's ultimate
customers. No other program includes the full range of services and
