the lead MAJCOM in purchasing cockpit/crew resource management (CRM)
courseware development and training for ACC, United States Air Forces
Europe (USAFE), Pacific Air Forces (PACAF) and Air Education And
Training Command (AETC). The period of performance will cover a two
year base period with four, one-year options. The government expects to
make award on or about 15 Jun 99, with a performance start date of 1
Oct 99. This action will be issued as a Request For Proposal (RFP) on
or about 6 Jan 99. All applicable solicitation documents including the
RFP, Draft RFP, and Bidders' Library will be released via the internet
at the ACC CONS Business Opportunities web page linked hereto.
Interested offerors are responsible for monitoring this web page for
the release of the solicitation and all subsequent amendments and
correspondence related to the solicitation. Offeror's must download the
RFP from the web page no hard copies will be mailed. Interested firms
not already on the Bidders' List (located on the web page) must provide
their company name, address, point of contact, phone number, fax number
and business size to Capt Bob Beckett at robert.beckett@langley.af.mil.
The government encourages interested parties to review and provide
comments on all draft RFP documents provided on the internet. The
applicable Standard Industrial Classification (SIC) code for this
requirement is 8299, Flight Training Services, which has a small
business size standard of $18.5M . The government seeks industry input
to determine if this acquisition should be a total set-aside under the
auspice of Federal Acquisition Regulation (FAR) Part 19. Therefore, any
small business which intends to act as prime contractor for this
requirement must submit a capability statement which reaches this
office not later than 4:00PM on 20 Nov 98. This capability statement
must provide evidence that the small business can perform at least 51
percent of the work required and is certified and qualified as a small
business concern in SIC 8299. The government will evaluate the
capability statement for the following to assess interested small
business's ability to perform these services: evidence of past and
current experience in developing and conducting CRM training in similar
scope and scale (reference draft RFP on internet); the CRM expertise
and experience of courseware development and instructor personnel;
corporate assets and resources which can be dedicated to or obtained
for this effort; any perceived risks/limiting factors in performing
these services and your ability to mitigate them; and the ability to
provide an overall fair market price to the government. The capability
statement may not be longer than 5 type-written pages. Drawings,
charts, illustrations, etc. count toward the page limit. This
information will be used for market research purposes only and will not
be used in any resultant proposal evaluation later. All information
will be protected and safeguarded as source selection sensitive in
