The contract will be a fixed price requirement contract with task orders. The period of performance is a one-year base period and four one year options under the Standard Industry Code (SIC) 8221, Colleges, Universities, and Professional Schools. The Air Force is interested in procuring an aviation training program designed to help the U.S. Air Force increase the number of minority pilots through training and orientation to aerospace operations. The training program shall be designed to support those Air Force Reserve Officer Training Corps (ROTC) Cadets attending Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI) throughout the United States and its territories who have been categorized as "pilots" by headquarters Air Force ROTC and who have successfully completed at least one academic year towards a four year college degree. To accomplish this requirement, the contractor must be certified by the Federal Aviation Administration (FAA) under Federal Aviation Regulations, Part 141, and is a member of the University Aviation Association; is fully insured; has been training professional pilots for at least five years; provides program of instruction and management with its own in-house (organic) personnel/faculty/staff/ female and male gender chaperones for social support in residential living accommodations; has a record of successful program performance; and meets all aforementioned requirements at the time of contract award.
