for commercial services prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation, bids
are being requested and written solicitation will not be issued.
DAKF23-99-B-0001 is issued as an Invitation for Bid. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-06. Solicitation is 100%
setaside for Small Business Concerns. Standard Industrial
Classification Code is 4522 and small business size standard is 1500
employees. The following contract line items are applicable: 0001
Provide a Pilot with a Certified Aircraft in Order to Allow 5 Jumpers
to Practice Parachute Jumping/Training (Base Year: 30 November 1998
through 29 November 1999), estimated number of hours are 295 Hours,
1001 Provide a Pilot with a Certified Aircraft in Order to Allow 5
Jumpers to Practice Parachute Jumping/Training (First Option Period: 30
November 1999 through 29 November 2000), estimated number of hours are
295 Hours, 1002 Provide a Pilot with a Certified Aircraft in Order to
Allow 5 Jumpers to Practice Parachute Jumping/Training (Second Option
Period: 30 November 2000 through 29 November 2001), estimated number
of hours are 295 Hours, 1003 Provide a Pilot with a Certified Aircraft
in Order to Allow 5 Jumpers to Practice Parachute Jumping/Training
(Third Option Period: 30 November 2001 through 29 November 2002),
estimated number of hours are 295 Hours, 1004 Provide a Pilot with a
Certified Aircraft in Order to Allow 5 Jumpers to Practice Parachute
Jumping/Training (Fourth Option Period: 30 November 2002 through 29
November 2003), estimated number of hours are 295 Hours. The scope of
work applicable to the Contract Line Items is as follows: 1.1 The
Contractor shall provide all labor, equipment (aircraft), and services
to allow for Parachute Jumps/Training as stated herein. 1.2 The
Contractor shall ensure the aircraft provided under this contract will
accommodate at least five (5) jumpers and be capable of flying a
minimum altitude of 2000'AL and a maximum altitude of 10,000' AL. 1.3
The Contractor shall be responsible for all costs associated with
providing the requested services. Associated cost include, but are not
limited to, fuel and ensuring the aircraft is in good operating
conditions. 1.4 Personnel/Aircraft. All Contractor's personnel working
under this contract shall be FAA Licensed and Parachute Drop Certified
and/or FAA Licensed Mechanics. Any aircraft utilized under this
contract shall have FAA Approval Data for the aircraft. Also, the
Aircraft's radio system must be compatible with Bendix king KX-99
radios, Motorola Saber series radios, and Motorola MTS 2000 radios and
have ground to ground, ground to air, and air to air communications.
1.4.1 The Contractor is required to comply with FAA Guidelines in
maintaining aircraft hull insurance and hold harmless requirements.
Documentation of stated compliance shall be provided to the Contracting
Officer prior to contract award. 1.5 The contractor shall ensure that
use of controlled airspace environment, in order to alleviate delays
from general aviation congestions. 1.6 Hours of Work: Hours of work for
this contract are 9:00 AM CT through 5:00 PM CT, Monday through Friday.
1.7 Location of Parachute Jumps. The Parachute Jumps will be conducted
at either Hopkinsville, Kentucky (Christian County) or Paris,
Tennessee (Henry County). The exact location of training will be as
cited on individual delivery orders. 1.8 Period of Performance. The
period of performance for the Base Year is 30 November 1998 through 29
November 1999, a twelve month period. 1.9
Scheduling/Rescheduling/Cancellation of Parachute Jumps. The Government
will provide the contractor with a 5-day notice of parachute
jumping/training. Parachute Jumps may be rescheduled/cancelled due to
inclement weather and/or due to uncontrollable commitments by the
Parachute Team. The Contractor will be notifiedby the Government at
least eight (8) hours in advance of rescheduling/cancellation. The
provision at 52.212-1, Instructions to Offerors-Commercial Items,
applies to this acquisition. The addendum to the provision at 52.212-1
deletes paragraphs (e) and (h). All bidders shall include pricing for
the base year and each option period. The Government will evaluate
offers for award purposes by adding the total price for all options to
the total price for the basic requirement (base year). The Government
may determine than an offer is unacceptable if the option prices are
significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option(s). The Government will award a
contract to the responsive responsible bidder whose price is the lowest
for the base year and all option periods. All bidders shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with it bid. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items, is applicable
to this solicitation/contract. The addendum to the clause at 52.212-4
incorporates clauses 52.216-18, Ordering, reference subparagraph (a)
"such orders may be issued from 30 November 1998 through 29 November
1999", 52.216-19, Order Limitations, subparagraph (a): N/A,
subparagraph (b)(1) & (2) "in excess of $24,500.00", subparagraph
(b)(3) "within 15 days", subparagraph (d), "returned to the ordering
office with three (3) days", 52.216-21, Requirements, subparagraph (f)
"to make any deliveries under this contract after 30 days of issuance
of a delivery order", 52.217-8, Option to Extend Services, 52.217-9,
Option to Extend the term of the Contract, subparagraph (c) "shall not
exceed 5 years.", 52.232-19, Availability of Funds for the Next Fiscal
Year "Funds are not presently available for performance under this
contract beyond 30 September 1999. No legal liability on the part of
the Government for any payment may arise for performance under this
contract beyond 30 September1999", 52.219-6, Notice of Small Business

52.222-42, Statement of Equivalent Rates of Federal Hires "wage
determination has been requested and applicable, Employee Class
Monetary Wage -- Fringe Benefits is "Airplane Pilot, 31010, $17.97. The
clause at 52.212-5, Contract Terms and Conditions to Implement Statutes
and Executive Orders -- Commercial Items is applicable to this
acquisition. The following FAR Clauses cited in the clause at 52.212-5
are not applicable to this solicitation/contract: subparagraph (b),
clauses (4), (6), (11), (12), (14), (15), (16), (17), & (18), &
subparagraph (c), clauses (3), (4), and (5). All responsible concerns
may submit a bid which will be considered by the agency. All bids are
