The US Army seeks to establish long-term business relationships with private sector developers for the purpose of improving military family housing communities. The Army plans to select a developer for each of 42 Residential Communities Initiative (RCI) projects using a RFQ process. The Army plans to use the Generic RFQ Draft as a boiler plate document for all of the 42 RCI projects; tailored to each of the projects needs, requirements and regional circumstances. The Generic RFQ Draft is available for review and comment. The Army is interested in exchanging information to improve the understanding of Government requirements and industry capabilities, thereby allowing potential developers to judge whether or how they can satisfy the Government's requirements. The RFQ process was chosen to increase efficiency and to minimize the cost of preparing proposals. The results of any concerns and comments will be reflected in the Final RFQ. Request for Generic RFQ Draft via methods 2, 3 and 4 above must be received by close of business (COB) November 17, 1998. Request for Generic RFQ Draft received after this date will not be honored. Comments and concerns from interested parties must be received by COB November 27, 1998.
