The North Cascades National Park Service Complex is soliciting quotes for emergency snow removal and grading of roads in the Stehekin District located in Stehekin, Washington. Work will require equipment rental with operator to perform snow removal and snowblowing to keep roads open during winter snow storms, and to perform road grading on a number of roads within the valley. Services for snow removal will require the contractor to be available on a 24-hour, 7-day per week basis. Contractor equipment and staff will be "on-call" at all times and ready for operations within one (1) hour after call out. Services for grading will require performance within five (5) days after a request is made by the COR. Services will require that equipment and operators be staged in Stehekin during the life of the contract. Stehekin is a remote wilderness community located 50 miles uplake of Lake Chelan, Washington and may be reached only by boat or seaplane. Barge service from Lake Chelan is available on a limited basis. Barge runs are generally unscheduled and will take up to eight (8) hours to reach Stehekin. Due to the need for emergency snow removal and road repair, only contractors residing in Stehekin, or those who can demonstrate the means of staging equipment and personnel in Stehekin will be considered. The proposed solicitation will be issued as a 100% Small Business, Labor Surplus Area Set-Aside action. The Standard Industrial Code is 7353 -- Title: Heavy Construction Equipment Leasing with Operator. Size Standard is $5.0M. A Firm Fixed-Price base year contract with two one-year options will be awarded as a result of this solicitation. Options will be exercised depending upon availability of funds for the next fiscal year.
